Morocco Adopts Unprecedented Social Welfare Law

Within the framework of implementing the royal directives contained in speeches of the throne and the inauguration of Parliament, the Ministerial Council approved a draft framework law relating to social welfare which will guarantee universal social coverage for all Moroccans.

This community-based project, which receives special attention from His Majesty the King Mohammed VI, is a real social revolution, as it will have direct and tangible effects in improving the living conditions of Moroccan citizens, especially at a time of economic fluctuations, health risks and various emergencies.

This draft framework law is the basic building block and reference frame for implementing the sound royal vision in the field of social welfare, and achieving the noble goals set by His Majesty, foremost of which is raising the purchasing power of Moroccan families and achieving social justice.

This project aims to define the principles and objectives associated with reforming the social welfare system during the next five years, and the obligations of the country, local groups, public institutions and enterprises, the private sector, civil society, as well as citizens, to achieve these goals.

These goals are mainly represented in the generalization of basic obligatory health insurance for 2021 and 2022, by expanding the use of this type of insurance to include people in need benefiting from the medical assistance scheme, professionals, independent workers and non-wage-earners who engage in private activity, allowing 22 million more people to benefit from this insurance which covers costs of medical treatments and medicines.

It also aims to generalize family benefit during 2023 and 2024, by enabling non-beneficiary families to have access to anti-risks childhood compensation, or lump-sum compensation.

Moreover, the law seeks to expand the list of those involved in pension systems, to include people who work but do not benefit from any pension, by implementing a pension system which will include professionals, independent workers, and non-wage-earners engaging in private activity.

Finally, the law aims at generalizing benefit from compensation for job loss in 2025 to include everyone available for permanent employment.
