Development Model… Benmoussa’s Road Map For Morocco 2035

The new development model is based on four main axes of transformation, which will be necessary to achieve in accordance with the principles and approaches called for by development benchmark indicators.

The first strategic axis regards updating economy; from an economy characterized by low added value, low productivity with rentier and protected activities, to an economy characterized by multiple activities and competitiveness based on a number of powerful enterprises capable of innovation and flexibility.

This economic transformation must be a source of greater growth and capable of creating quality jobs, with the aim of diversifying added-value sources and ensuring the integration of the active population, especially youth and women, into the labor market.

The second strategic axis is based on strengthening the human capital of our country with the aim of giving all citizens the capabilities that enable them, with full independence, to take control of their affairs and achieve their goals and contribute to the country’s development and its integration into knowledge economy and immaterial economy based on competencies.

This axis includes the implementation of basic, necessary and urgent reforms for health, education, higher education and vocational training systems.

The third strategic axis, represented by integration, aims at the contribution of all male and female citizens to the national dynamics of development, which necessitates the inclusion of all citizens and all areas of territory in the collective development effort through participation and equal access to economic opportunities, through social welfare, and through openness to change and acceptance of the diversity that characterizes Moroccan society.

Therefore, we should eradicate all discriminatory social norms, and overcome all the deficiencies associated with qualifications and capabilities that cause social exclusion, in order to give way to the dynamism of inclusion through economic growth, work, citizen mobilization and the strengthening of our social bond.

The fourth strategic axis relates to territorial areas and strengthening their position at the core of the process of development. This approach calls for moving in the territorial areas from just a final vessel to activate public policies, decided at the central level, to a major actor in the preparation, establishment and implementation of public policies.

This would represent a fundamental lever that guarantees fair access to public services and a sound and good framework for living, while preserving resources and respecting all tributaries of national identity, and ensuring the dignity of all Moroccans within all circles, taking into account both expectations and capabilities.
