His majesty King Mohammed VI chaired, Monday at the Royal Palace in Fez, a Council of Ministers, devoted to the adoption of two draft framework laws, a draft law and several draft decrees and international conventions.

At the beginning of the Council’s work, the Minister of Economy, Finance and Administration Reform Mohamed benchaaboun gave a presentation before His Majesty the King, on the draft law – framework related to fiscal reform.

This project, which was prepared in order to activate the royal directives, and based on the recommendations of the national debate on levies held in May 2019, aims to establish an effective, fair, equitable and balanced tax system, enabling the mobilization of all tax capabilities to finance public policies, promote economic development and achieve social integration and cohesion.

This project aims to define the basic principles and objectives associated with this reform, which are of particular interest to:

• First: Strengthening basic rights, through the adoption of a tax system based on respect for the equality of all before tax, fiscal fairness, the right to information, and guaranteeing the rights of taxpayers and administration;

• Second: Protecting taxpayers from any misinterpretation of legal texts by the tax administration, strengthening the relationship of trust between the latter and taxpayers, giving the two parties the right to appeal, and ensuring the independence of the tax authorities designated for this, in addition to creating a national collection observatory;

Third: The establishment of a tax system that serves competitiveness, innovation, job creation, and mobilization of all tax capabilities in order to ensure better financing of public policies;

Fourth: directing the tax system towards strengthening solidarity, especially to finance social protection networks, such as health coverage and family compensation, as well as to reduce social disparities.

It also aims to reform the system of tax collections for the territorial communities, in order to ensure that they receive resources on a permanent basis, in parallel with the state’s keenness to review and simplify the rules related to these collections and their compatibility with the provisions governing state taxes.

After that, the Minister of Economy, Finance and Administration Reform presented before His Majesty the King the outlines of the draft law-framework on the reform of public institutions and enterprises.

This project, which was prepared in implementation of the royal directives contained in the speeches of the throne and the opening of Parliament for the year 2020, aims to set the principles and objectives that frame a comprehensive and gradual reform of public sector institutions.

The Ministerial Council has approved these two projects: the draft law – framework relating to tax reform, and the draft law – framework relating to the reform of public institutions and contracting.

He also approved a draft law to change and supplement the law on the prohibition of the development, production, stockpiling and use of chemical weapons and their destruction, which was adopted within the framework of the Kingdom’s ratification of the international agreement in this regard.

Within the framework of the high care accorded by His Majesty the king ratified a draft decree exempting this category from the governorate’s real estate fees, and bearing the National Agency for Real Estate and Land Survey and Cartography, for the costs of preparing technical files. performed for their benefit.

With regard to the military field, during this ministerial council, His Majesty the King, the Supreme Commander and Chief of General Staff of the Royal Armed Forces, approved two draft decrees relating, respectively, to the application of the law relating to defense and security equipment and equipment, weapons and ammunition, and the application of the law relating to cyber security.

The first project aims to determine the modalities of carrying out the activities of manufacturing equipment and equipment related to this field, and the related import, export and transport operations. As for the second project, it defines measures to protect the security of information systems for state administrations, territorial authorities, institutions, public contracts, infrastructures of vital importance and private contractors.

As part of our country’s fulfillment of its international obligations and its work to strengthen cooperation and partnership with a number of brotherly and friendly countries, the Ministerial Council has ratified eleven (11) international agreements, including three bilateral agreements and eight multilateral ones.

The multilateral agreements concern the African, Arab-Islamic and international multilateral spaces.

At the African level, these agreements relate to the protection and management of the marine environment and coastal areas, the African Union Convention on Cyber Security and the Protection of Personal Data, and the Fight against Cybercrime, as well as the African Youth Charter, which aspires to advance the status of youth on the continent, reduce income disparities and improve regulations. educational.

At the Arab-Islamic level, the two agreements include the liberalization of trade in services between Arab countries, and the statute of the Islamic Organization for Food Security, which is concerned with mobilizing financial and agricultural resources, with the aim of securing food security in member states.

At the multilateral level, the agreements relate to the Kingdom’s accession to the United Nations Convention on International Settlement Agreements Resulting from Mediation, the Protocol relating to the International Agreement on Load Lines, and the Framework Agreement on the Establishment of the International Solar Energy Alliance.

At the conclusion of the Council’s work, and in accordance with the provisions of Article 49 of the Constitution, and on a proposal from the Prime Minister , On the initiative of the Minister of Economy, Finance and Administration Reform, His Majesty the King, may God honor him, appointed Mr. Hisham Zanati El Serghini to the position of Director General.
