This working visit is the second of its kind under the joint action program between the two parties, following a first trip by the Director General of National Security and Territory Surveillance to the United States of America in June 2022, during which he met with the director of U.S. intelligence services, the president of the Central Intelligence Agency, and the director of the Federal Bureau of Investigation.

The statement read: “This new meeting was an opportunity for both parties to review the bilateral cooperation relations distinguished between the U.S. Federal Bureau of Investigation and the Directorate General of National Security and Territory Surveillance, on the one hand, and exchange about emerging threats and security challenges relating to various phenomena related to transnational crime.

Hammouchi and his counterpart  discussed ways to strengthen operational cooperation in the fight against threats posed by chemical, biological, and nuclear weapons, as well as ways to broaden the scope of their distinguished bilateral counterterrorism collaboration to include the Sahel-Saharan region. During these talks, the two sides also discussed ways to combat the movement of terrorist organizations’ fighters through border crossings and promote the exchange of information about these fighters.

The same source continued, “This new visit reflects the level of advanced bilateral cooperation between the Moroccan security services and law enforcement agencies in the United States as an extension of the deep strategic cooperation linking the two countries in several areas. This cooperation is based on a common commitment to strengthen and develop it in the service of security and regional and international stability.”

The Director General of National Security and Territorial Surveillance, Abdellatif Hammouchi, led a security delegation to the United States of America on June 13 and 14. The delegation was made up of directors and executives from the General Directorate for Territorial Surveillance (DGSTcentral )’s services.

Abdellatif Hammouchi met with the three heads of the American intelligence services and held working sessions during his visit. As a result, he was greeted in turn by William Burns, director of the CIA, Avril Hainse, director of American national intelligence, and Christopher Wray, director of the FBI (Federal Bureau of Investigation) (Central Intelligence Agency).

The discussions concentrated on the numerous security challenges and emerging risks at the regional and global levels, as well as the procedures and means likely to address these risks in accordance with a shared and collective vision capable of ensuring security and International peace.

The many security issues and threats faced by terrorist organizations and organized crime networks in many regions of the world, including the Sahel, Sahara, Middle East, and Europe, were also discussed by Hammouchi with U.S. intelligence and security personnel.

Christopher Wray, the director of the FBI, met Abdellatif Hammouchi, the director general of national security and territorial surveillance.

The exchange of knowledge, experience, and information pertaining to the battle against terrorist groups and organized crime networks was another significant aspect of this visit.

In order to ensure a strong reaction to the numerous hazards and emerging threats on a global scale, it was also agreed upon the significance of coordinating joint efforts and implementing monitoring and control methods.

The General Directorate for National Territorial Surveillance (DGST) received letters of congratulations and gratitude from the US Federal Bureau of Investigation (FBI) and the US Central Intelligence Agency (CIA), in which they commend the distinguished level of cooperation and advanced partnership that brings them together with the General Directorate for National Territorial Surveillance in the field of countering terrorism and violent extremism, to ensure the safety and security of citizens of both countries.

A communiqué of the DGST stated that the official in charge of the Federal Bureau of Investigation in New York expressed his deep gratitude and thanks for the cooperation and important support provided by the DGST, especially the accurate intelligence that was provided in a timely manner, and which enabled them to contribute to neutralizing the terrorist threat, and accelerate the research undertaken by the FBI in the case of the American soldier who was associated with ISIS and was preparing to carry out a terrorist operation with the purpose of killing American soldiers in the Middle East.

The FBI letter also included praise to the strong cooperation and partnership between the General Directorate for National Territorial Surveillance and the FBI, reaffirming that this partnership will guarantee security and safety for the two countries, as well as their citizens.

On the other hand, the communiqué added that the CIA in Washington expressed its appreciation and gratitude to the DGST for its high professionalism within the joint security efforts, including endeavors in the field of countering terrorism and extremist groups.

This praise is also an indicator of the firm commitment of the DGST to strengthen international cooperation mechanisms in order to eliminate terrorist threats which prejudice the interests of the Kingdom and the interests of its partners at both regional and international levels.
