<p>Ahmed Naser Al-Raisi, the President of Interpol, emphasized the organization&#8217;s numerous accomplishments during the opening ceremony, citing numerous operations resulting in the apprehension of criminals, rescue of children, and confiscation of weapons, drugs, and illicit goods since its inception.</p>
<p>Expressing pride in these achievements, he emphasized the collective responsibility to ensure that no country or region is left behind in the ongoing battle against crime.</p>
<p>Austrian Federal Chancellor Karl Nehammer, speaking on the organization&#8217;s centenary, highlighted the opportunity to embark on a new chapter in the fight against international organized crime. He noted the significant progress made since Interpol&#8217;s establishment in 1923 when it began with 20 countries and has now evolved into a global force.</p>
<p>Interpol Secretary General Jürgen Stock underscored the organization&#8217;s commitment to leveraging a century of experience to equip member countries to confront the evolving challenges in police action over the next 100 years and beyond. In an editorial, he emphasized the need for a global response to the security crisis posed by transnational organized crime.</p>
<p>The foundation of the International Criminal Police Commission, later named INTERPOL, took place in 1923 during a police congress in Vienna, Austria, bringing together representatives from 20 countries. Established in a post-war context of geopolitical upheaval and concerns about rising international crime, the congress affirmed that collaboration was essential for police to combat transnational crime threats. Convened by police officials, the Vienna Congress established the foundational principles guiding INTERPOL&#8217;s work today: a focus on practical tools for cross-border law enforcement and a commitment to neutrality, principles that persist through periods of political or economic tension.</p>

Activists are concerned that Yidiresi Aishan will be extradited to China, and claim that the arrest is politically motivated and part of a larger Chinese campaign to track down perceived dissidents outside of China’s borders.<br />
Morocco’s General Directorate for National Security announced on Tuesday that a Chinese citizen was apprehended after arriving from Istanbul at Mohammed V International Airport in Casablanca on July 20.<br />
He “was the subject of a red notice issued by Interpol due to his suspected involvement in a terrorist organization,” as per the directorate.<br />
According to the directorate, the red notice — the equivalent of being placed on Interpol’s most-wanted list — was issued at the request of China, which is seeking his extradition. According to the report, Moroccan authorities notified Interpol and Chinese authorities of the arrest, and the Chinese citizen was referred to prosecutors pending the extradition procedure.<br />
The arrested man was not identified publicly by Moroccan police, but he was identified as Aishan by the nongovernmental organization Safeguard Defenders.<br />
According to friend and colleague Abduweli Ayup, Aishan, a 33-year-old computer engineer and father of three, has been based in Turkey since 2012, where he worked as a web designer and activist and has residency papers. Aishan worked on an online newspaper for the Uyghur diaspora and assisted other activists in media outreach and gathering testimonies of abuse in China’s Xinjiang province.<br />
Aishan left Istanbul for Casablanca on the evening of July 19 after being arrested several times in Turkey. According to Ayup, who is in contact with Aishan’s family, Aishan called his wife on Saturday and informed her that he was being deported.<br />
Requests for comment on the arrest were not immediately responded to by Interpol or the Chinese Embassy in Morocco. The specific charges against him are unknown.<br />
Morocco ratified an extradition treaty with China in 2017, one of several treaties signed by China in recent years.<br />
Following knifings and bombings by a small number of extremist Uyghurs native to Xinjiang, China has described its sweeping detention of a million or more Uyghurs and other largely Muslim minorities as a “war against terror.” According to researchers, many innocent people have been detained for reasons such as traveling abroad or attending religious gatherings<br />
The Moroccan ambassadors in Washington and Brussels have been asked not to extradite Aishan. According to Safeguard Defenders’ Peter Dahlin, it is “not uncommon” for Chinese authorities to obtain Interpol red notices for Uyghur and other dissidents abroad.<br />
In a case related, in April, a Chinese teenager who claimed to be a permanent resident of the United States was detained in Dubai, United Arab Emirates, while transferring for a flight. Wang Jingyu, a 19-year-old student, was sought by Chinese officials after making online comments about deadly border clashes between Chinese and Indian forces last year. The U.S. State Department called it a human rights concern. Wang was freed in May, and he and his fiancee fled to the Netherlands.<br />
According to experts, both cases contribute to growing concerns about China’s extraterritoriality.</p>

<p>These were then used to imitate online banking services, enabling the suspect and others to steal confidential information and defraud trusting individuals for financial gain, with personal and corporate losses published online to promote these malicious services.</p>
<p>INTERPOL&#8217;s Cybercrime Directorate collaborated closely with Group-IB and Moroccan Police via the INTERPOL National Central Bureau in Rabat during Operation Lyrebird to eventually locate and apprehend the individual who remains under investigation.</p>
<p>The arrest of the suspect is the direct consequence of outstanding international investigative work and new methods of collaboration with Moroccan police as well as the crucial private sector partners like Group-IB.</p>
<p>Group-IB noted that the suspect was involved in 134 website attacks between 2009 and 2018, leaving his signature name on web pages, they managed to link an email address used in one of Dr HeX’s phishing kits to the suspect’s real-world identity.</p>
<p>The arrest of this cybercriminal thanks to Moroccan collaboration is considered a success according to the Interpol.</p>

<p>The General Directorate of National Security (DGSN) stated, in a statement, that “the person concerned had been arrested in the ‘Ghandouri’ area in Tangier, after finding, through his pointing in the database of the International Criminal Police Organization “Interpol”, that he was wanted at the international level according to a red notice issued on request of French judicial authorities, on suspicion of him being involved in the activities of a criminal gang that carried out a robbery with the use of firearms, targeting two trucks transporting money in Switzerland in mid-2019.”</p>
<p>The statement indicated that &#8220;the suspect was placed under pre-trial custody pending the extradition procedure, in parallel with notifying French authorities of this arrest, in order to send the extradition file.&#8221;</p>
<p>The arrest of the aforementioned French citizen, according to the same source, comes within the context of the efforts made by the DGSN to strengthen the mechanisms of international security cooperation to combat transnational crime, and to prosecute the persons sought on the international level.</p>
