According to Tamek, during a presentation of the DGAPR’s draft budget for 2022 before the House Committee on Justice, Legislation, and Human Rights, the DGAPR’s strategic plan has been reviewed to match with the new government program in terms of general guidelines and the timetable set for their implementation.

To ensure the completion of previously initiated projects, they have been merged into the new strategic plan, making it an inclusive strategy and an extension of the previous one, said the Delegate-General, adding that important and new initiatives have also been integrated.

The strategy is founded on five fundamental principles: humanizing prison conditions, preparing inmates for reintegration, ensuring security and safety in prison, developing administrative institutional capacity, and integrating the gender approach and the environmental dimension into prison management.

Tamek believes that the new strategic plan is especially essential because it includes a number of new key initiatives that, if implemented, would result in substantial improvements that would actually promote the prison system.

The DGAPR intends to continue implementing programs that have proven to be effective, both in terms of humanizing prison conditions and incorporating a human rights approach into prison management, as well as in terms of increasing inmates’ chances of reintegration, ensuring security and discipline in penal institutions, modernizing administration, and strengthening governance.

Tamek reminded in a letter to the American Secretary of State in response to the departure of the American senators that the detainees of Gdim Izik are “prosecuted for having slain elements of the police force rather than for reasons relating to any nonviolent movement.”.

“Would the ten signatories have permitted dissidents who invaded and ransacked the Capitol and killed some police officers in order to be deemed peaceful protesters?” Tamek wonders in this letter, labeling the letter signed by ten American senators as “misplaced, false, and entirely biased.”

The Director General of the Penitentiary Administration has also replied to the Moroccan prison situation, providing details on “acceptable” incarceration circumstances. He also emphasized the advancements made in improving incarceration conditions and reinforcing respect for detainees’ rights.
