An occasion to exchange ideas and strengthen bonds with other Moroccans around the world is being celebrated in honor of the National Migrant Day, which His Majesty King Mohammed VI, may God be with him, established.

The activities of this event, highlighted by the participation of Mr. Abdellah Boussouf, Secretary General of the Council of the Moroccan Community Abroad (CCME), were specifically focused on identifying changes in the national offer of SNRT in terms of audiovisual services within the purview of the MRE. Content that pays special attention to programs devoted to this community by highlighting the importance of heritage and artistic creativity while enhancing the influence of Moroccan culture and civilization, as well as solidifying the shared sense of national identity and communicating a commitment to the ideals of openness, moderation, tolerance, and dialogue.

In this instance, Mr. Abdellah Boussouf, Secretary General of the Council of the Moroccan Community Abroad (CCME), praised this yearly tradition of the SNRT, which represents his involvement in this community. As a result, society transforms it into a horizontal issue that all public agencies are interested in because it is a significant part of Moroccan society and actively participates in development initiatives.

The SNRT’s Director of Audit and Management Control, Mr. Jad Bennani, for his part, emphasized the organization’s recent and upcoming initiatives, endeavors, and technical and technological investments under the direction of the Chief Executive Officer, Mr. Fayçal Laârachi. The goal is to raise the standard of the public media service, identify the phases of restructuring and governance of the management of this service, and evaluate the outcomes of the company’s restructuring project.

However, this event stood out due to the planning of visits for participants in the various radio and television audiovisual content production services. The objective is to educate them of the institution’s accomplishments in carrying out its duties and obligations in terms of the diversification and qualification of the national audiovisual offer in light of a global context characterized by the significant evolution of new forms of audiovisual content consumption. An offer that is the focus of a plan that the company carefully crafts under the constant supervision of the president and CEO.

In this context, indicators were presented to show the position of these services, which consume the digital material launched to balance out linear television, in the Moroccan community. In addition, MRE account for 33% of the 9 million users of the SNRT live platform over the previous six months. Moroccans from all over the world make up 35% of Facebook and Instagram users that engage with the SNRT platforms’ content. Additionally, their YouTube audience rate is outpacing that of the local recordings.

As a refresher, this commemoration of National Migrant Day was preceded by the reception of young people from new generations of the MRE who were able to participate in live broadcasts in the SNRT radio channel and who were also allowed to visit the various television and radio studios.

It goes without saying that this event, which drew attendees from the MRE’s home countries on the 5 continents, was successful. Their integration in the host nations while keeping their attachment to the place of origin serve as a greater example of loyalty to the motherland for the many generations of Moroccans around the world. Ilias El Goudani, a young professional boxer and U-17 world champion who was born in Germany of Nador, Morocco-born parents, chose to pursue a career in professional sports while representing his own country.

A series of roughly thirty video-conferences are so arranged as part of the agreement agreed between the Council of the Moroccan Community Abroad (CCME) and the Faculty of Legal, Economic, and Social Sciences (FSJES) of Rabat.

These seminars will provide a large audience with access to historical research and analysis on the Moroccan Sahara issue, as well as data on socioeconomic and humanitarian progress in the provinces. The South, as well as changes in the regional and international contexts, international organizations’ reports, and treaties dealing with the issue of national sovereignty.

The content of the autonomy proposal, as well as the suggestions of the Special Commission on the Development Model’s report, will be given special attention in order to continue the development process of the Kingdom’s southern areas at all levels.

They will be shown beginning November 5, 2021 on AwacerTV, the CCME’s digital portal dedicated to immigration and Moroccans around the world. Digital partner sites and public broadcasters will also carry the program.

Mr. Abdellah Boussouf, Secretary General of the CCME, highlighted that “the debut of training on digital platforms was determined by three decisive dimensions” in his assessment on training series programming.

The first is tied to Moroccans’ extraordinary attachment to their mother country, which they exhibit on a daily basis and at all times.

The second factor is the position of the Moroccan Sahara issue in the views of all Moroccans, which the King has affirmed several times, most recently in his speech honoring the 30th anniversary of the Green March (2005).

“We praise the effective role of our expatriate population, which we see as a major asset for the future Morocco.” Even better, we see it at the heart of people who have dedicated themselves with entire sincerity to the growth of our country and the protection of its territorial integrity and worldwide impact, while keeping firmly attached to their authentic Moroccan identity,” he said.

The third dimension is tied to the CCME’s goal of “giving accurate and organized scientific knowledge on the issue of the Moroccan Sahara to Moroccans around the world, in order to become familiar with its history, identify all the factors associated with it, and learn about Morocco’s efforts to achieve peace and development at regional and global levels.”

The program’s goal is to educate young Moroccans with the history and geography of the Kingdom’s southern regions, as well as to learn about economic, cultural, and social facts, as well as the level of development of the southern provinces since their arrival.

Boussouf considers that no effective public policy can be implemented in the absence of sociological studies, underlining the interest that the CCME has given, since its creation, to the development of scientific knowledge in this field reflected in its various publications on immigration issues and studies that are made available to all researchers.

To this end, recalls the Secretary General, the Council has adopted a participatory approach involving the university in research on immigration issues with several agreements concluded with Moroccan and European universities. For Abdellah Boussouf, the 2011 constitution raised the bar very high by devoting four articles to the Moroccan community abroad that meet their aspirations. However, he stressed that the government’s actions did not meet these aspirations. This is due, according to him, to the absence of a real scientific knowledge of the questions of the MRE. In this context, Boussouf referred to the problems raised by the recent signing of the agreement on the automatic exchange of banking information with OECD countries, considering that the government did not have sociological studies or has there been an impact study of such an agreement on society and on MRE in particular.

For his part, the Minister Delegate in charge of higher education and scientific research Driss Ouaouicha indicated that his department attaches great importance to the issue of investment in the social sciences, calling for this forum to be an international meeting point inviting various universities to participate to serve the influence of our country and for more interactions and exchange of experiences between researchers.

In the same vein, the President of Mohammed V University highlighted the ambition of the university to give an international dimension to this forum in order to support Moroccans around the world interested in sociology.

The president of Al Akhawayn University, Amine Bensaid also underlined the centrality of the social sciences in the development of public policies, along with other sciences and specialties. He revealed that Al Akhawayn University aspires to make Ifrane a smart university city that places the citizen at the center of its development by obviously putting the social sciences at the forefront to serve this purpose.

MeM by CGEM and CCME will work closely under this partnership to mobilize Moroccan skills and entrepreneurs abroad to invest in Morocco and thus contribute to the economic development of the country.

This collaboration also aims to focus on the identification and management of profiles of Moroccans around the world.

Taking into consideration the 14 years of experience in the field of emigration trends and debates it arouses both in Morocco and within international bodies, the Council will regularly bring its acquired expertise to the CGEM for years to come. Especially on the profiling of Moroccan Entrepreneurs and with people with High potential from across the entire world.

“As a representative of the private sector in Morocco and the region bringing together the country’s forces abroad, we are honored to ally ourselves with the CCME which represents for us, through its experience, a useful complementarity with our know-how”, underlines Karim AMOR, President of MeM by CGEM.

“Thus, within the framework of the 5 pillars of action in our region, we give MeMs the opportunity to express, through action, their desire to contribute to the Moroccan economy, in particular through inter-company partnership and mentoring with experienced entrepreneurs ”, he added.

For his part, Abdellah BOUSSOUF affirms that: “Moroccans abroad are at the heart of the Kingdom’s economic development. The three main providers of foreign currency in Morocco are Moroccans around the world thanks to financial transfers, tourists, a category in which MRE are also counted, and Foreign Direct Investments (FDI). Beyond this economic contribution, there is a strong attachment to the Kingdom but also a deep anchoring at the level of the regions of origin. By allying with the CGEM, it is not only a question of putting Moroccans of the world at the heart of the national debate on the economic development of the country, but also supporting them at the level of each region. Different financial support mechanisms exist.

It should be noted that the CGEM places its 13 CGEM Regions, its 37 sectoral federations representing more than 155 professions, its 17 thematic committees, as well as the Parliamentary Group in the Chamber of Advisors, at the disposal of the MeMs in order to support them in establishing their projects in Morocco.

A national consultative and prospective institution placed with His Majesty King Mohammed VI, may God assist him, the CCME is notably responsible for monitoring and evaluating the Kingdom’s public policies towards its nationals abroad. Its mission is also to issue opinions in order to ensure the defense of the interests of Moroccans living abroad inside and outside Morocco, to strengthen their contribution to economic development, social, cultural and solidarity of the country and to consolidate the relations of friendship and cooperation between Morocco and the countries of residence.

Boussouf stressed that the establishment of another state in the African world “will harm not only the interests of Morocco, but also the interests of everyone, including the European continent.”

He added, during his presence at the diplomatic establishment in Rabat yesterday, Tuesday, within the framework of the periodic diplomatic forum, that the CCME prepares Moroccans around the world to defend the Moroccanity of Sahara.

The Secretary General also asserted that this pleading does not aim to launch a war with Algeria or any other country, but rather aims to explain the real situation of this regional conflict and the plans aimed at establishing a new state in the African world.

Boussouf concluded by warning that the existence of a separatist entity would fuel discord and create a kind of imbalance within the African continent; leading therefore to transmitting danger to Europe and all parts of the world.

As for those who did undergo religious training, they either lack the sociological dimension associated with the culture and civilization of European societies, or are not fluent in European languages.

Boussouf believes that the problems raised in this regard make them unable to provide adequate answers to the Muslim youth, which pushes them to look for answers elsewhere such as the Internet, leading them to become “saturated” with extremist discourse that rejects the other and refuses coexistence. This sadly and gradually becomes acceptable among young Muslims, pushing some of them to fall in the bosom of terrorism.

In this context, Boussouf mentioned that working on the legal status of Islam in Europe constitutes the beginning of thinking about this issue, as it has been shown that the constitutions and laws of European countries, regardless of their differences in stipulating secularism in its various forms, do not include any objection to any sort of engagement in Islamic practices in these societies, since the matter falls within the framework of freedom of belief. However, reality might sometimes prove otherwise, which is usually due to political, cultural or ideological factors.

On the other hand, the government failed to provide convincing answers to Algerians queuing for bread, milk, meat, and other daily needs of the citizens in a country rich in oil and gas, and has got the potential to be competing with the gulf states in terms of infrastructure, health, education and others.

The first answer to this movement was to change the Algerian constitution, and bring the Algerian people into sterile discussions which do not provide answers to solve the milk crisis for instance. In addition, a group of writers and media professionals affiliated with the generals of Mouradia Palace contributed to floating the discussions by discussing other priorities such us constitutionalizing carrying out missions by the Algerian army outside the borders. the latter overshadowed the study of more important topics such as power-sharing, the democratic process, civil, social, and environmental rights, the Algerian wealth and others, what could have made the Algerian constitution more advanced and protective of the rights and liberties of the Algerian brothers.

Article 31 of the new constitution in Algeria authorizes the army to carry out missions outside the borders. One might ask whether this means humanitarian missions in Africa or the UN missions, or is it a direct threat to all the neighbors? Making the matter even worse, the president was given responsibility for the national defense in Article 91, which was interpreted as retaining the position of Minister of Defense.

With the return of the protests on Algiers streets and other major Algerian cities in front of the serious financial crisis, in addition to the absence of the president of the republic for health purposes which made him in an unconstitutional situation as the period exceeded 45 days according to Article 102 of the constitution, the generals of Al Mouradia Palace undertook the mission of silencing everyone who dared referring to this unconstitutional status.

The second answer will be given; what remains of the Algerian president appeared to announce, on February 18th, in a speech to the Algerian people dissolving the parliament and organizing premature elections, in addition to releasing some of the movement detainees. This means that the political elite in the country failed to manage the issues of this era; the same elite, parliament especially, however was the one which approved the provisions of the new constitutional amendment, and turned out the vote in November 2020’s constitutional referendum, while the Algerian president was on a medical trip in Germany.

By dissolving the parliament, the generals of Al Mouradia palace have presented the parliament members as scapegoats for the movement, and opened the way to rearranging the next era, with a constitution that preserves not only the “control button” for them but also their continuous domination over the political decision-making, economy, wealth … and squandering all this in files which do not mean anything to the Algerian people who live the conditions of poor countries as if having no huge wealth, no billions of reserves in hard currency, nor a position on the Mediterranean to make the country strong in terms of infrastructure, social equipment, and to reduce the unemployment rate, and raise the growth rate and per capita income of every Algerian citizen.

We in Morocco do not hesitate to freely and plainly say that Morocco witnessed, in February 2011, important popular protests, and that the famous March 9th speech was an announcement of the return of protesters to their homes and businesses. It was an announcement to engage in a series of workshops preparing for a new constitution with a participatory approach to answer all the demands of that stage and foresee upcoming stages. The discussions included all the raised issues: the sharing of power, expending the PM’s responsibilities, establishing the principles of democracy, good governance, regionalism, human rights and many other points. The workshops are still here, developing, changing and progressing as they are still open and present in all the Royal speeches and letters.

What was stated by Ahmed Ounais, the former Tunisian foreign affairs minister, in his interview with Awassir TV channel on February 19th of this year, that the Mouradia Palace generals are buying the voices of politicians and some African countries to recognize the Polisario separatists within the African organization, and are allotting unimaginable funds in exchange of supporting the Polisario thesis within committees, subsidiary bodies and other African institutions, is a very dangerous political revelation that clearly illustrates the wasting of the Algerian people’s wealth to satisfy the sick personal vanity of a few generals who inherited the sick military doctrine of the strong desire to destroy neighboring countries on the one hand, and the desire to continue proxy wars dating back to the cold war era.

The same guest speaker also raised, in a tone of regret for what was lost, that Algeria kept for itself a desert belonging to Tunisia; the temporal and political contexts though prevented the Tunisians from opposing the Algerian army to annex Tunisian desert. The former Tunisian minister, in a tone of success, plainly congratulated Morocco for defending its borders and Moroccan Sahara.

The notes of Maghreb and African diplomats conceal many details of an Algerian stock exchange set by the Algerian military regime not to transfer technology, progress, medical and health equipment, but to pump billions to buy votes and voices in the market of political slavery in the African organizations, aiming at changing the historical and geographical facts and creating an entity that threatens all its neighbors. The same entity has become an ember in the hands of the Algerian military and may burn it at any time.

The political cost of embracing the Polisario, whether inside Africa or in the world, is extremely high and makes a big hole in the state budget. It also has a moral that made of Algeria completely isolated at the international level, apart from their continuous attempts to buy votes and loyalties here and there.
The last of these costs is of a juridical and security nature; the camps of Tindouf today are full of human rights violations, a big spread of slavery, arms and drug gangs, human trafficking and international terrorism threats.
