<p>Although since outbreak of the Ukrainian crisis, an embassy-level cell has indeed been established to facilitate the set of circumstances. Finding safe passageways to repatriate Moroccan citizens living in Ukraine is a top concern.</p>
<p>In this respect Her Excellency Ms. Karima Kabbaj added that the Embassy got in contact with Hungarian authorities in the hopes of allowing Moroccan citizens to cross the border without a visa. Following the Hungarian side’s approval, a five-person embassy staff was dispatched to the Hungarian-Ukrainian border crossing sites.</p>
<p>“The embassy staff is making it easier for citizens to cross the border and providing transportation to the nearest Hungarian city” Her Excellency told Morocco Telegraph.</p>
<p>The Embassy&#8217;s members engage with citizens and their families on a daily basis through emails and phone calls, and the mission has received hundreds of calls since Friday.</p>
<p>“The Embassy will make every effort to facilitate the evacuation of Moroccan citizens and their repatriation to their homes, in compliance with His Majesty King Mohammed VI’s honorable instructions.” Her Excellency said.</p>

<p>“Morocco and its partners within the Visegrád Group have a strong determination to strengthen their cooperation to face common challenges, particularly in the fight against terrorism, illegal immigration and cross-border organized crime”, said the Minister of Foreign Affairs, African Cooperation and Moroccans Abroad, Nasser Bourita, during a press conference following this meeting.</p>
<p>Mr. Bourita emphasized on this event the exciting prospects for collaboration between the two parties, as well as the potential for expanding it to new areas by enhancing Morocco’s potential as a gateway to the African continent and the Visegrád Group’s potential as a platform to Central and Eastern Europe.</p>
<p>He also emphasized Morocco’s assets as a regional stabilizing force, as well as its strong commitment to the African continent’s growth and development in order to become a “credible and responsible” partner for the V4.</p>
<p>“We will work tirelessly to develop triangular cooperation initiatives between the Visegrád Group and Morocco in favor of Africa,” said Mr. Bourita, It is worth emphasizing that the Kingdom and the V4 countries share the same belief about the necessity to diversify alliances in order to face the many current problems.</p>

<p>The official, who emphasized Morocco’s importance to partnerships with the Visegrád Group, both bilaterally and to strengthen Morocco’s partnership with the EU, expressed hope that the two sides’ shared desire to strengthen cooperation relations translate into “concrete initiatives and programs in the service of our common interests.”</p>
<p>The Foreign Ministers of the Visegrád Group member countries, for their part, welcomed the inaugural “V4 + Morocco” ministerial meeting, emphasizing the importance of continuing and strengthening this robust, significant, and enriching discussion through operational channels.</p>
<p>They were also unanimous in their gratitude for Morocco’s role as a supplier of peace and stability in the region, as well as its significant efforts in the areas of security and counter-terrorism.</p>
<p>The V4 ministers also emphasized Morocco’s critical role in combating illicit immigration.</p>
<p>In this regard, they emphasized the importance of the European Union providing additional assistance to the Kingdom in terms of border control as well as boosting its capacities in the fight against irregular immigration.</p>
<p>The foreign ministers of the V4 countries also lauded HM King Mohammed VI’s leadership and dedication to promoting the ideals of peace, stability, and coexistence.</p>
<p>They underlined the Visegrád Group’s commitment to protecting Morocco’s interests within the EU, expressing their dedication to Morocco’s status as a key partner of the European Union.</p>
<p>The V4 Ministers also stated that the European Union must provide direct and meaningful assistance to Morocco in its development efforts, repeating their support for the EU Council’s application to the CJEU to rescind the European Court’s judgements on agriculture and fisheries agreements with Morocco.</p>

<p>In this declaration, Hungary supports the Moroccan proposal for an autonomy plan for the Sahara. It also supports the development efforts undertaken by Morocco in the Southern Provinces.</p>
<p>In this regard, Hungary welcomed the serious and credible efforts of Morocco, as a regional pole of stability and a privileged partner for development in Africa.</p>
<p>Hungary also congratulated Morocco for its decisive and exemplary role in the fight against illegal immigration, as a strategic partner of the European Union.</p>
<p>Morocco and Hungary stressed the importance of raising the level of economic and trade cooperation to match the excellence of bilateral political relations.</p>

<p>On this occasion, Bourita and Szijjártó stressed the importance of consolidating the economic partnership through the establishment of an investment promotion roadmap and the organization of a joint economic forum.</p>
<p>Regarding the Moroccan Sahara, the Hungarian Minister reiterated his country&#8217;s support for Morocco’s Autonomy Initiative and for the efforts undertaken by the Kingdom for the development of the southern provinces.</p>
<p>On a different note, the two ministers expressed their commitment to better coordinate their actions and to mutually support Moroccan and Hungarian candidatures within international bodies.</p>
<p>As for the current epidemiological situation, the two ministers signed an agreement on the mutual recognition of vaccination certificates issued by the respective authorities of the two countries, which allows Moroccan travelers to Hungary and Hungarian travelers to Morocco to easily access the two countries by only providing their vaccination certificates.</p>
<p>Lastly, and in the field of education, the Hungarian minister announced his country&#8217;s decision to increase the quota of scholarships granted to Moroccan students (from 150 to 165 scholarships per program).</p>

<p>&#8220;Hungary has failed to fulfill its obligations under EU law in the area of procedures for granting international protection,&#8221; the European Court of Justice (ECJ) said.</p>
<p>In 2015 and 2017, the country passed controversial laws that created transit zones on Hungary&#8217;s border with Serbia, mandating that all asylum applications must be filed in the camps,</p>
<p>The laws also introduced the concept of a &#8220;crisis situation caused by mass immigration,&#8221; which the government used to justify circumventing EU asylum law. The government said its strict policies were necessary to maintain public order and preserve internal security. But the 2015 migration crisis did not justify Hungary&#8217;s decision to override EU rules.</p>
<p>In particular, Hungary’s policies present a breach of the EU directives on procedures, reception, and return. These directives lay down for all EU member states the common procedures for granting and withdrawing international protection, the reception of asylum seekers as well as procedures for returning those who are staying in the country illegally.</p>
<p>The court found Hungary did not allow asylum seekers to leave detention while their cases were considered and offered no special protection to children and the vulnerable and stated that EU member countries cannot “delay asylum applications unjustifiably.”</p>
<p>Where asylum claims have been rejected, in some cases &#8220;those nationals are forcibly escorted, by the police, from the other side of a fence erected a few meters from the border with Serbia, to a strip of land devoid of any infrastructure.&#8221;</p>
<p>This was deemed a breach of an EU directive establishing safeguards for the removal of illegal immigrants.</p>
