<p>The diplomat made this statement during the 32nd meeting of the Standing Committee on Programs and Finance of the International Organization for Migration (IOM), which is coordinated under the Global Compact for Safe, Orderly, and Regular Migration. The Compact &#8220;guarantees the dignity, respect, and integration of migrants&#8221; with its 23 objectives, he continued.</p>
<p>In February 2023, Morocco has chosen to make a contribution to the IOM Multipartner Migration Fund (MPTF), according to Zniber, who also said that this initiative aims to send a strong political message of collaboration and successful multilateralism in accordance with the spirit and word of the Marrakech Pact.</p>
<p>The largest African and Arab contributor to the MPTF Fund of the IOM, Morocco is further formalizing its pledges with this payment, according to Zniber.</p>
<p>The diplomat continued, &#8220;Building on its successes, Morocco has committed itself to ten new commitments by 2026 to pursue the effective implementation of the Pact.&#8221;</p>
<p>The diplomat emphasized the necessity of paying close attention to the issue of climate change, pointing out that Africa is the region most impacted by the so-called &#8220;climate migrants&#8221; and their effects on societal resilience, forced migration, and livelihoods.</p>
<p>&#8220;In this context, we note with appreciation that IOM allocates 30% of the operational part of its budget to climate change action and risk reduction considerations,&#8221; he said at the occasion, which also featured the presentation of IOM&#8217;s 2022 activity report by its director general.</p>
<p>Innovation, prosperity, and sustainable development are all impacted by migration. He stated, &#8220;Orderly and humane migration benefits both migrants and societies.&#8221;</p>

<p>The Moroccan team was led by Omar Zniber, the Permanent Representative of Morocco to Geneva, who was praised by the ambassador. The threat stems from the choice to use armed non-State actors to harm people, says the Minister for Foreign Affairs and Cooperation. They believe that they are not required to abide by the rules of international humanitarian law.</p>
<p>The political statement was adopted as the result of 6 informal meetings and 3 years of work. in a field where challenges relating to disarmament, humanitarian law, and human rights coexist.</p>
<p>Infrastructure was seriously threatened by the deployment of explosive weapons in populous areas, according to Zniber. The first victim, particularly among women and kids. The threat was made worse by the mistargeted nature of such weapons.</p>
<p>In this regard, he discussed various Moroccan efforts at the national level to formalize its adherence to the principles of international humanitarian law, notably in the development of the Royal Armed Forces and other paramilitary organizations in Morocco. These are courses that the Royal Military Academy has accepted and include field instruction.</p>
<p>The Ambassador believes that supporting collaboration with international humanitarian organizations like the International Committee of the Red Cross (ICRC), notably in the field of Royal Armed Forces development, is bolstering these efforts.</p>

<p>He noted, in this regard, that the consensus which led to the appointment of Ms. Okonjo-Iweala can strengthen her new mission and provide the necessary support to give impetus to the negotiations underway in anticipation of the next Ministerial Conference (MC) of the WTO.</p>
<p>On this occasion, Zniber also highlighted Morocco&#8217;s priorities, stressing that the Kingdom remains fully attached to the multilateral trading system “because it is the only system allowing everyone, regardless of their size or their power, to participate in the development of trade rules and ensure their application”, noting that Morocco hopes that the WTO will develop an ambitious roadmap and be up to the challenges of world trade.</p>
<p>One of the new Director-General’ strands of work should be to defend and promote the multilateral negotiating system, in order to put an end to the progressive marginalization of the WTO which has resulted from the proliferation of plurilateral agreements, he said.</p>
<p>Morocco, Zniber argued, is determined to do everything possible to ensure a “balanced package” for negotiation at the MC12 on various issues, especially fisheries subsidies, facilitation of agricultural investments and other environmental topics.</p>
<p>Morocco believes that the negotiation process should be able to operate more intensively and efficiently, while ensuring, under the leadership of negotiating groups Chairs, respect for the principles of multilateralism, inclusiveness and transparency, added the ambassador, explaining that we must reflect on post-MC12 challenges facing the WTO, a process that must be both transparent and inclusive, because the future of the WTO concerns all Members during these times of “economic uncertainty”.</p>
