Prime Minister Saad Dine El Otmani offered to the member countries of the G5 Sahel, the “experience” and “expertise” of Morocco in countering terrorism during the 7th Summit of Heads of State of the member countries of the G5 Sahel.

In this regard, El Otmani recalled part of the speech of His Majesty King Mohammed VI before the Tunisian Parliament in May 2014 when he affirmed that “he is deluding himself who imagines that a country can, alone, overcome problems related to security and stability.”

“Experience has shown that exclusive approaches are ineffective in dealing with security dangers lurking in the region, especially in view of the challenges facing the Sahelo-Saharan area in terms of security and development”, said His Majesty.

El Othmani stated that King Mohammed VI wanted Morocco’s solidarity action to extend beyond emergency. The Prime Minister has also declared that the immediate response to terrorism is first and foremost related to “security”.

However, he ruled that a lasting victory over terrorist threats should be achieved by combining several aspects, including political, economic, social, intellectual and humanitarian aspects.

He thus affirmed that King Mohammed VI ensures that Morocco continues to train imams from the region within the Mohammed VI Institute for training Imams, Mourchidines, and Mourchidates, which has made it possible to train 937 people from the Economic Community of West African States (ECOWAS) during the year 2018-2019. Several hundred are already practicing in their countries of origin, helping to counter religious extremism.

In addition, he reiterated Morocco’s commitment to continue to support the establishment of the G5 Sahel Defense College in Nouakchott, and to train officers from neighboring Sahel countries in the country’s military training institutes.

Finally, Saad Dine El Otmani affirmed that by taking part in the G5 Sahel Summit, the Kingdom of Morocco, supported by its ancestral links with countries of the Sahel and faithful to its vocation as a committed actor for the promotion of peace and stability in Africa, reaffirms here, before you all, its commitment to solidarity with G5 Sahel and other countries of the sub-region to counter, together, all kinds of threats weighing on their future and that of the entire region.

Today, the Prime Minister, Saad Eddin El Othmani chairs at 10:30 am a government council that will start by examining four draft laws.

The first relates to the approval of the decree-law relating to the completion of the decree-law issued regarding the enactment of special provisions of the state of health emergency and the procedures for announcing it.

The second is the approval of the decree-law relating to the reorganization of the financial pole of Casablanca.

The third is the ratification of the decree-law issued regarding the enactment of exceptional provisions related to the financial fines to be paid to recover the possibility of issuing checks.

This final law will happen in relation to the recent draft law approving the decree-law concerning the legislation of exceptional measures for the benefit of some employers involved in the National Social Security Fund (CNSS) and their authorized workers, along with some categories of independent workers and non-wage earners insured with the Fund who are affected by the repercussions of the outbreak of the Coronavirus “Covid-19”.

The council then proceeds to study two draft decrees, the first of which is related to the quality and safety of canned food and semi-canned plant food that are marketed. And the second is to change the decree issued regarding the creation of a temporary directorate in the Ministry of Equipment and Transport to oversee the completion of the new port in Safi.

Simultaneously with Moroccan’s celebration of the anniversary of the Green March and the opening of the consulate of UAE in Laayoun; Saad Eddine El Otmani, head of government, said: “opening the consulate of UAE shows the historical, legal, national, and political rights of Morocco in its Sahara”.

This took place Thursday, Novermber 5^th, after the weekly governmental meeting via video-conference technology; which was about studying and agreeing on project n° 2.20.788, given by the interior minister, for the purpose of extending the case of health emergency all over the country so as to stop the spread of COVID-19.

El Otmani stated numerous achievements reached during the previous years as well as the current one, including the ongoing openings of consulates in a great number of southern cities. He also pointed not to forget the seven consulates in Dakhla and eight ones in Laayoun.

Subsequently, he thanked all the countries that took the step to show support to Morocco in its fair case. He noted: “the essential principle in this case gives complete clarity, achieves the solidarity and loyalty of the Moroccan people for HM Mohmmed VI King of Morocco. It also shows their perseverance on the supreme national principles”.

Through clarity and perseverance, said head of government, “Thanks to the continuous will, steadiness, and unity of Moroccans with the king, Morocco was able to attain more successive victories for its national case and supreme interests”.

El Othmani called attention to the royal speech in November 2014, in which the king made a point of the continuity of constants associated with this matter. El Othmani reminded others of the king’s royal famous saying: “Morocco will remain in its Sahara and the Sahara in its Morocco until Allah inherits the earth and those on it”.

On the other hand, the Prime Minister brought up the recent Security Council resolution n° 2548 on the case of Moroccan Sahara. It represents progression of what was formerly confirmed by the Council in its decisions during the past years, especially with concerns to speaking highly of the Moroccan initiative for independence as a solid basis for any negotiations on the horizon of finding a final solution to this conflict. Adding to it “the commitment of the Council to a realistic, pragmatic and sustainable political solution based on consensus on the principles determined years ago to meet with a solution to this conflict”.

El Otmani considered the last Security Council resolution calls host countries to initiate the registration and counting of refugees in Tindouf camps, which is the request delivered by the council years ago. “but the other side is still, unfortunately, procrastinating in its execution; whereas the process of counting and registration is the basis for international community’s dealing with refugees everywhere”.

In a speech during the virtual general debate of the seventy-fifth session of the United Nations General Assembly, Moroccan prime minister Saad Eddine El Othmani stated that the failure to settle the Palestinian issue and relaunch the peace process in the Middle East is a source of deep concern to the Kingdom. “The Palestinian people will gain their legitimate right to establish an independent and viable Palestinian state, with Jerusalem as its capital” EL Othmani said.

El Othmani also expressed rejection of all unilateral measures by the Israeli authorities in the occupied Palestinian territories, whether in the West Bank or in Jerusalem, stressing that these measures will deepen tension and instability in the region.

The PM recalled King Mohammed VI’s affirmation, as Chairman of the Jerusalem Committee emanating from the Organization of Islamic Cooperation, on the importance of preserving the city of Jerusalem as it is a common heritage of humanity, a symbol of peaceful coexistence for the followers of the three religions, and a center of values, mutual respect and dialogue.
