HM’s Message on Morocco Academy’s New Session Opening

May peace and blessings be upon the Prophet, His Kith and Kin

Distinguished Members of the Academy,

Ladies and gentlemen,

It is with a deep sense of pride that I am sending this message to you today, at this opening session of the Academy of the Kingdom of Morocco in its new format. This opening session is not just a continuation of past activity; rather I want it to be an exceptional stage in the life of this time-honored and prestigious national institution, which has a great reputation and influence.

As for continuation, it is symbolized by the perpetuation of the work done and the contributions made by this national academic institution, which was founded on an ambition to build a great civilizational edifice. This was successfully achieved thanks to well thought-out scientific, intellectual and cultural projects and programs implemented by renowned cultural figures, intellectuals, scientists and academics from all walks of life. By the grace of the Almighty, that goal was accomplished in the Academy’s previous stations of life, thereby attesting to the relevance and pertinence of those programs and activities.

With respect to the exceptional element, it is symbolized by the desire to give the Academy a fresh and stronger start, a higher purpose and greater engagement in planning, organization and influence. My ambition in this regard is second only to my firm belief in your competence and in your ability to rise to the challenge and achieve this goal.

Ladies and gentlemen,

You realize, I am sure, that our world today is witnessing profound transformations at all levels. Cultural and intellectual bonds, together with dialogue between civilizations, have become more firmly established, turning openness to the cultures of the world into a valuable asset and contributing to the knowledge society. Therefore, Morocco, a nation at the crossroads of civilizations and cultures, cannot but keep abreast of this trend, and play a key role in consolidating its foundations.

It is therefore no surprise that the Academy of the Kingdom of Morocco should become the distinguished institution it is today. Established in 1977 by my revered father, His late Majesty King Hassan II – may he rest in peace – the Academy has become a beacon of cross-continental thought and research as well as a platform for honing intellectual, academic and scientific skills in all areas of the humanities and social sciences. It has contributed to developing and enriching research while highlighting the historical and cultural depth that the Kingdom of Morocco has acquired over the centuries.

To enable the Academy to discharge its lofty mission in the best possible way, I have sought, since 2015, to reactivate it and revisit its structure. The aim was to bring it in line with the goals and stipulations of the Kingdom’s Constitution, which seeks to preserve our national identity, with its Arab-Islamic, Berber and Sahrawi-Hassani components, as well as its African, Andalusian, Hebrew and Mediterranean ones. Another objective was to promote the Kingdom’s academic and cultural influence, and to contribute to the reflection on the problems and issues faced in today’s world.

I have therefore decided to breathe new life into the Academy and to give it strong impetus, based on a new vision, new structures and members. There will also be new programs and projects mostly relating to our identity, making sure we remain open to international cultural experiences that keep closely in touch with developments in today’s world.

As for the new organizational setup I should like your esteemed institution to have, and which seeks to promote rational management and help us make effective, influential contributions, it was announced in the Royal Decree issued in February 2021, whereby the “Royal Institute for Research in Morocco’s History” was affiliated with the Academy. Similarly, the “Higher Academic Institute for Translation”, the “Academic Art Institute” and the “Foundation of the Academy of the Kingdom of Morocco for Cultural Cooperation” have been created. The aim, through all these measures, is to rise to the challenges brought about by the knowledge society.

It is the responsibility of these institutions to take an interest in the knowledge relating to history and to revisit research methods concerning Morocco’s heritage. Special attention should also be devoted to translation and the arts, given their role in showcasing the contributions of Moroccan thought to contemporary knowledge.

Ladies and gentlemen,

Ever since it was given a fresh start, the Academy of the Kingdom of Morocco has been keen to hold academic sessions which have made it a platform for the dissemination of cognitive, economic and geo-strategic thinking, including sessions on Africa, Latin America, Asia and the Mediterranean.

It has also continued to take special interest in preserving and promoting the Moroccan heritage and celebrating eminent Moroccan thinkers and intellectuals. The Academy set up the chair of African art and literature, the chair of Andalusian studies, and the chair of comparative literature to support the cognitive abilities of young people, within the framework of the project for doctoral students in Moroccan universities. I care about that project and take special interest in it because I believe there can be no progress without cultural revival and without academic institutions opening up to the young prodigies of the future. They are the human capital capable of embodying innovation and creative thinking – a process in which they would be contributors as well as beneficiaries, be it in the humanities, social sciences, languages, science, literature or the arts.

It is gratifying to see that the Academy has undertaken a restructuring process. That endeavor is designed to enable it to perform the lofty mission entrusted to it, enhance the Kingdom’s scientific, intellectual and cultural influence, and remain a platform as well as an institution for assembling eminent thinkers, scholars and scientists from all backgrounds, providing them with the opportunity to exchange views on various contemporary issues.

Considering the multiple dimensions involved in the work of the Academy of the Kingdom of Morocco, I have appointed new members – from among Moroccan citizens as well as foreigners – taking into account the diversity of backgrounds, complementarity in terms of specialization, and the breadth of knowledge and expertise.

I should like to welcome the new members and congratulate them on joining this prestigious institution. I am sure they will contribute to the Academy’s impact in the area of scholarship and knowledge dissemination, thereby enabling it to continue to discharge its development mission and its enlightening role in the best way possible.

In this regard, I should like to extend my heartfelt thanks to the honorary members for their efforts to further the Academy’s ultimate objectives, and for the contributions they have made through their scientific and scholarly work.

Ladies and gentlemen,

Contemporary societies are affected by rapid, intersecting social, cultural and economic transformations. They evolve through change, not stagnation. Therefore, promoting knowledge and harnessing science is what is actually at stake in order to achieve sound progress, the kind that enables you to safeguard the nation’s identity, protect it from risks and deviations, and endow societies with inspiring diversity and intellectual pluralism.

Needless to say, the progress of societies cannot be achieved without intellectual and cultural revival, and without an environment conducive to the production of knowledge. Bringing about that environment hinges on the extent to which societies contribute to cultural development.

By the grace of the Almighty, the Kingdom of Morocco boasts a rich and diverse cultural heritage – tangible as well as intangible. That heritage has enabled our country to feature high among the countries of the world in terms of the cultural landmarks registered on UNESCO’s World Heritage List.

The Academy of the Kingdom of Morocco has carved out a special place for itself – domestically and abroad – over the three decades since its establishment, thanks to its contributions on the subject of values, which are one of the pillars of human life.

I therefore commend your choice of The Family and the Crisis of Values as the main topic for this session. It is an important and relevant subject given, in particular, the disruptions – even the loss sometimes – of frames of reference in the world. Hence the need for thorough reflection on this fundamental issue, and for a clearheaded scientific study of current transformations and their repercussions at all levels, especially on family cohesion and social solidarity.

It is a fact that addressing the question of values, together with their manifestations and underpinning factors, is one of the Academy’s lofty missions. This is because values play a crucial role in shaping the common principles of mankind by enhancing one’s identity, valuing cultural and linguistic diversity, and strengthening them through practice and creativity, as part of the nation’s intellectual life and openness to civilizations and cultures.

For this reason, the Academy of the Kingdom of Morocco has been seeking to achieve a “civilizational partnership” that transcends differences and builds on close relations, interaction and understanding, while remaining open to scientific and intellectual developments, and committed to common human values and principles.

May God assist you, guide your steps and grant you every success.

HM the King Delivers Speech to Nation on Throne Day (Full text)

Tetouan – His Majesty King Mohammed VI, may God assist Him, delivered, on Saturday, a speech to His faithful people on the occasion of the 24th anniversary of the Sovereign’s accession to the throne of His glorious ancestors.

Here follows the full text of the Royal speech:

“Praise be to God,

May peace and blessings be upon the Prophet, His Kith and Kin

Dear Citizens,

Almighty God has blessed our country with permanent interaction and spontaneous cohesion between the Throne and the people.

This has enabled Morocco to build a Nation-State, which is steeped in history.

I praise the Almighty for the help He has granted me and the success He has bestowed upon me, thus making it possible for us to make a great many achievements, and face up to difficulties and challenges.

Moroccans are known, by the Grace of the Almighty, for their honesty and optimism, for their tolerance and openness, and for the pride they take in their time-honored customs and their unified national identity.

And they are known, in particular, for their seriousness and dedication to work.

Today, as our development trajectory reaches a new stage of maturity, we need that seriousness to move on to a different level and open up new horizons with respect to the major reforms and large-scale projects Moroccans deserve.

Dear Citizens,

What I am calling for is not an empty slogan, nor is it a mere pronouncement to be taken at face value. Rather, it is an integrated concept rooted in a set of practical principles and human values.

The more we commit to seriousness, the more successful we shall be in overcoming difficulties and rising to challenges.

Whenever the conditions are right, and each time they commit to seriousness and to the spirit of patriotism, Moroccan youth always manage to dazzle the world with great, unprecedented accomplishments, and the feat of our national football team in the last World Cup is a case in point.

As acknowledged, both in Morocco and around the world, our sons provided some of the best illustrations of patriotism and unity, as well as family and community cohesion. They made me and the entire Moroccan people proud.

That same spirit guided my decision to make a joint bid with our friends, Spain and Portugal, to host the 2030 World Cup Finals, which I hope will be an historic event at all levels.

This is an unprecedented candidacy which brings together two continents – Africa and Europe – as well as two civilizations; a candidacy which unites the two shores of the Mediterranean and reflects the ambitions and aspirations of the peoples of the region for further cooperation, interaction and understanding.

Seriousness is also reflected by the creativity and innovation shown by Moroccan youth in various fields.

In this regard, I wish to commend, in particular, the manufacturing of the first Moroccan-made, locally produced and financed car, as well as the presentation of the first hydrogen-powered car prototype developed by a young Moroccan.

These projects attest to Moroccan genius and to the confidence in the energy and capabilities of our youth. Such achievements encourage our youth to work harder and be innovative. They also promote the “Made in Morocco” brand and strengthen our country’s position as a hub for productive investment.

Seriousness also manifests itself in the way we deal with the question of our territorial integrity.

It is that seriousness, coupled with the legitimacy of our cause, which led to a series of decisions to recognize Morocco’s sovereignty over its southern provinces – the latest being that of the State of Israel – as well as to open consulates in Laayun and Dakhla, not to mention the growing support for the Autonomy Initiative.

In keeping with the same sense of seriousness and resolve, I reaffirm Morocco’s unwavering position regarding the just cause of Palestine and the legitimate right of our Palestinian brothers and sisters to set up their independent State, with East Jerusalem as its capital, and to make sure all peoples in the region enjoy security and stability.

Seriousness must remain our guiding beacon, in life as in work, and it should prevail in all sectors:

Seriousness in political, administrative and judicial affairs by serving the citizen, selecting qualified people, making sure the best interests of the nation and the citizens are prioritized, and rising above narrow considerations.

Seriousness should also prevail in the social field, especially in the areas of health, education, employment and housing.

The seriousness I am advocating also concerns economic stakeholders, as well as the investment, production and business sectors.

As the pillar of a full-fledged system, seriousness requires that managers and public office holders be held to account, and that the principles of good governance, hard work, merit and equal opportunity be upheld.

Dear Citizens,

The repercussions of the current global crisis, coupled with the successive droughts our country has faced, have contributed to an increase in the cost of living and a slowdown in economic growth.

Therefore, I have instructed the government to take the necessary measures to mitigate the negative effects of the current situation on the social segments and sectors that are most affected, and to make sure basic products are available on the market.

With the emergence, today, of some signs of a gradual easing of inflationary pressures at the global level, we are in great need of seriousness and confidence. We must also make the most of new opportunities to enhance the resilience of our economy and promote recovery.

With that in mind, I have launched the OCP Group green investment project and accelerated the implementation of the renewable energy agenda.

Following the meeting I chaired in this regard, the government prepared the “Morocco Offer” project in the field of green hydrogen.

I invite the government to speed up the implementation of this project, to make sure the requirements of quality are observed, to leverage our country’s significant potential in this regard, and to meet the expectations of leading global investors in this promising field.

To complete the implementation of the social protection project, I expect the payment of social benefits to the families concerned to start at the end of this year, as planned.

I hope this direct income will contribute to improving the living conditions of millions of families and children, whose suffering I am sensitive to.

God willing, this measure will be a key component of our development and social model to preserve the dignity of our citizens.

As regards water resource management – a sector requiring greater commitment and vigilance – I have made sure a national water program for the period 2020-2027 is developed.

I call for strict monitoring of all implementation stages and stress that there will be zero tolerance for any form of mismanagement, or chaotic, irresponsible use of water resources.

Dear Citizens,

Given the disruptions affecting the global value system and frame of reference, and considering the repercussions of a number of overlapping crises, we really need to commit to seriousness in the original Moroccan acceptation of the term:

• Firstly: by adhering to religious and national values, and to our everlasting motto: God – the Homeland – the King;

• Secondly: by remaining steadfastly attached to our country’s national unity and territorial integrity;

• Thirdly: by preserving social and family bonds, which are conducive to a cohesive, solidarity-based society;

• Fourthly: by pressing ahead with our development agenda to achieve economic advancement and promote justice at social and territorial levels.

Dear Citizens,

My endeavors to serve the Moroccan people are not limited to domestic issues only. I am also keen to establish solid relations with sister nations and friendly countries, particularly our neighbors.

In recent months, many people have been wondering about Moroccan-Algerian relations. They are stable, and we look forward to seeing them improve.

In this regard, I should like to tell the leaders and people of our sister nation, Algeria, that no evil will ever be done to them, nor will any harm ever come to them from Morocco. I want them to know that we attach special importance to the bonds of affection, friendship, exchange and interaction between our peoples.

I pray to Almighty God for things to return to normality, and for the opening of borders between the two neighboring, sister countries and peoples.

Dear Citizens,

I should like to take this opportunity to express my appreciation and pay tribute to all components of the Royal Armed Forces, the National Security Forces, the Royal Gendarmerie, the Auxiliary Forces and the Emergency Services for their constant mobilization, under my leadership, to defend our homeland’s unity, security and stability.

I also pray to Almighty God for mercy and forgiveness for the nation’s righteous martyrs, particularly my revered grandfather, His late Majesty King Mohammed V, and my venerable father, His late Majesty King Hassan II – may they rest in peace.

There is no better way to conclude my address than with these words of the Almighty:

“As for those who believe and do good, We certainly never deny the reward of those who are best in deeds.” True is the Word of God.

King Mohammed VI to deliver a Speech Saturday on Green March 46th Anniversary

His Majesty King Mohammed VI will deliver a speech to His Faithful People on Saturday evening to commemorate the 46th anniversary of the historic Green March, according to a statement released by the Ministry of the Royal Household, Protocol and Chancellery.

Here follows the translation of the full statement:

“The Ministry of the Royal Household, Protocol and Chancellery announces that on the occasion of the forty-sixth anniversary of the glorious Green March, His Majesty King Mohammed VI, may God assist Him, will address a speech to His faithful people.

The Royal Speech will be broadcast on radio and television at 9 p.m. on Saturday, November 06, 2021”.

H.M king Mohammed VI: Latest Security Council resolutions have laid to rest unrealistic and outdated proposals

King Mohammed VI, in his speech today on the Green March anniversary, affirmed that recent years have witnessed tangible developments on several levels. At the level of the United Nations, ” the recent decisions of the Security Council have laid to rest outdated and unrealistic approaches and proposals”. The UN decisions, adds the king, also insist on “the effective participation of the real parties concerned in this regional conflict” and have “irreversibly endorsed the political solution based on realism and consensus as the path forward”. This policy, says the king, goes in line with the Moroccan Autonomy Initiative “backed by the Security Council and the influential powers as the sole normal course of action for the settlement of this dispute”.

At the level of the African Union, the king affirmed that Morocco’s return to its African home led this organization to freeing itself from the “manipulations it had been subjected to for years”. This pan-African organization, added the king, has adopted a “a constructive stance, which consists in providing, through the UN Secretary-General and the Security Council, full support to the United Nations Organization as the sole institution in charge.

On the legal/diplomatic front, the king asserted that the many sister countries which have opened general consulates in the cities of Laayoune and Dakhla, are “explicitly and unequivocally recognizing the Moroccanness of the Sahara” and “attesting to the security, stability and prosperity enjoyed by the inhabitants of our southern provinces”.

The Monarch, in addition, expressed his confidence that the UN and MINURSO will keep carrying out their duties in terms of preserving the ceasefire in the region.
