<p>Distinguished Members of the Academy,</p>
<p>Ladies and gentlemen,</p>
<p>It is with a deep sense of pride that I am sending this message to you today, at this opening session of the Academy of the Kingdom of Morocco in its new format. This opening session is not just a continuation of past activity; rather I want it to be an exceptional stage in the life of this time-honored and prestigious national institution, which has a great reputation and influence.</p>
<p>As for continuation, it is symbolized by the perpetuation of the work done and the contributions made by this national academic institution, which was founded on an ambition to build a great civilizational edifice. This was successfully achieved thanks to well thought-out scientific, intellectual and cultural projects and programs implemented by renowned cultural figures, intellectuals, scientists and academics from all walks of life. By the grace of the Almighty, that goal was accomplished in the Academy&#8217;s previous stations of life, thereby attesting to the relevance and pertinence of those programs and activities.</p>
<p>With respect to the exceptional element, it is symbolized by the desire to give the Academy a fresh and stronger start, a higher purpose and greater engagement in planning, organization and influence. My ambition in this regard is second only to my firm belief in your competence and in your ability to rise to the challenge and achieve this goal.</p>
<p>Ladies and gentlemen,</p>
<p>You realize, I am sure, that our world today is witnessing profound transformations at all levels. Cultural and intellectual bonds, together with dialogue between civilizations, have become more firmly established, turning openness to the cultures of the world into a valuable asset and contributing to the knowledge society. Therefore, Morocco, a nation at the crossroads of civilizations and cultures, cannot but keep abreast of this trend, and play a key role in consolidating its foundations.</p>
<p>It is therefore no surprise that the Academy of the Kingdom of Morocco should become the distinguished institution it is today. Established in 1977 by my revered father, His late Majesty King Hassan II &#8211; may he rest in peace &#8211; the Academy has become a beacon of cross-continental thought and research as well as a platform for honing intellectual, academic and scientific skills in all areas of the humanities and social sciences. It has contributed to developing and enriching research while highlighting the historical and cultural depth that the Kingdom of Morocco has acquired over the centuries.</p>
<p>To enable the Academy to discharge its lofty mission in the best possible way, I have sought, since 2015, to reactivate it and revisit its structure. The aim was to bring it in line with the goals and stipulations of the Kingdom’s Constitution, which seeks to preserve our national identity, with its Arab-Islamic, Berber and Sahrawi-Hassani components, as well as its African, Andalusian, Hebrew and Mediterranean ones. Another objective was to promote the Kingdom’s academic and cultural influence, and to contribute to the reflection on the problems and issues faced in today’s world.</p>
<p>I have therefore decided to breathe new life into the Academy and to give it strong impetus, based on a new vision, new structures and members. There will also be new programs and projects mostly relating to our identity, making sure we remain open to international cultural experiences that keep closely in touch with developments in today’s world.</p>
<p>As for the new organizational setup I should like your esteemed institution to have, and which seeks to promote rational management and help us make effective, influential contributions, it was announced in the Royal Decree issued in February 2021, whereby the &#8220;Royal Institute for Research in Morocco’s History&#8221; was affiliated with the Academy. Similarly, the “Higher Academic Institute for Translation”, the “Academic Art Institute” and the “Foundation of the Academy of the Kingdom of Morocco for Cultural Cooperation” have been created. The aim, through all these measures, is to rise to the challenges brought about by the knowledge society.</p>
<p>It is the responsibility of these institutions to take an interest in the knowledge relating to history and to revisit research methods concerning Morocco’s heritage. Special attention should also be devoted to translation and the arts, given their role in showcasing the contributions of Moroccan thought to contemporary knowledge.</p>
<p>Ladies and gentlemen,</p>
<p>Ever since it was given a fresh start, the Academy of the Kingdom of Morocco has been keen to hold academic sessions which have made it a platform for the dissemination of cognitive, economic and geo-strategic thinking, including sessions on Africa, Latin America, Asia and the Mediterranean.</p>
<p>It has also continued to take special interest in preserving and promoting the Moroccan heritage and celebrating eminent Moroccan thinkers and intellectuals. The Academy set up the chair of African art and literature, the chair of Andalusian studies, and the chair of comparative literature to support the cognitive abilities of young people, within the framework of the project for doctoral students in Moroccan universities. I care about that project and take special interest in it because I believe there can be no progress without cultural revival and without academic institutions opening up to the young prodigies of the future. They are the human capital capable of embodying innovation and creative thinking &#8211; a process in which they would be contributors as well as beneficiaries, be it in the humanities, social sciences, languages, science, literature or the arts.</p>
<p>It is gratifying to see that the Academy has undertaken a restructuring process. That endeavor is designed to enable it to perform the lofty mission entrusted to it, enhance the Kingdom’s scientific, intellectual and cultural influence, and remain a platform as well as an institution for assembling eminent thinkers, scholars and scientists from all backgrounds, providing them with the opportunity to exchange views on various contemporary issues.</p>
<p>Considering the multiple dimensions involved in the work of the Academy of the Kingdom of Morocco, I have appointed new members &#8211; from among Moroccan citizens as well as foreigners &#8211; taking into account the diversity of backgrounds, complementarity in terms of specialization, and the breadth of knowledge and expertise.</p>
<p>I should like to welcome the new members and congratulate them on joining this prestigious institution. I am sure they will contribute to the Academy’s impact in the area of scholarship and knowledge dissemination, thereby enabling it to continue to discharge its development mission and its enlightening role in the best way possible.</p>
<p>In this regard, I should like to extend my heartfelt thanks to the honorary members for their efforts to further the Academy’s ultimate objectives, and for the contributions they have made through their scientific and scholarly work.</p>
<p>Ladies and gentlemen,</p>
<p>Contemporary societies are affected by rapid, intersecting social, cultural and economic transformations. They evolve through change, not stagnation. Therefore, promoting knowledge and harnessing science is what is actually at stake in order to achieve sound progress, the kind that enables you to safeguard the nation’s identity, protect it from risks and deviations, and endow societies with inspiring diversity and intellectual pluralism.</p>
<p>Needless to say, the progress of societies cannot be achieved without intellectual and cultural revival, and without an environment conducive to the production of knowledge. Bringing about that environment hinges on the extent to which societies contribute to cultural development.</p>
<p>By the grace of the Almighty, the Kingdom of Morocco boasts a rich and diverse cultural heritage &#8211; tangible as well as intangible. That heritage has enabled our country to feature high among the countries of the world in terms of the cultural landmarks registered on UNESCO’s World Heritage List.</p>
<p>The Academy of the Kingdom of Morocco has carved out a special place for itself &#8211; domestically and abroad &#8211; over the three decades since its establishment, thanks to its contributions on the subject of values, which are one of the pillars of human life.</p>
<p>I therefore commend your choice of The Family and the Crisis of Values as the main topic for this session. It is an important and relevant subject given, in particular, the disruptions &#8211; even the loss sometimes &#8211; of frames of reference in the world. Hence the need for thorough reflection on this fundamental issue, and for a clearheaded scientific study of current transformations and their repercussions at all levels, especially on family cohesion and social solidarity.</p>
<p>It is a fact that addressing the question of values, together with their manifestations and underpinning factors, is one of the Academy’s lofty missions. This is because values play a crucial role in shaping the common principles of mankind by enhancing one’s identity, valuing cultural and linguistic diversity, and strengthening them through practice and creativity, as part of the nation’s intellectual life and openness to civilizations and cultures.</p>
<p>For this reason, the Academy of the Kingdom of Morocco has been seeking to achieve a “civilizational partnership” that transcends differences and builds on close relations, interaction and understanding, while remaining open to scientific and intellectual developments, and committed to common human values and principles.</p>
<p>May God assist you, guide your steps and grant you every success.</p>

<p>The Royal Speech stressed that the March is not just a prominent national event, but rather a continuous process to consolidate the Moroccan Sahara at the international level. Especially after recent years that have witnessed tangible developments, including the recent decisions of the Security Council, which emphasized the need for the genuine parties to participate in the regional conflict to provide a political solution consistent with the Moroccan initiative for autonomy.</p>
<p>HM King Mohammed VI also mentioned the current situation at the level of the African Union, declaring that the return of the Kingdom of Morocco to this continental organization made it get rid of maneuvers that it had been victim of for many years, noting that the Moroccan return has brought the African Union to constructive initiatives and full support for the efforts of the United Nations.</p>
<p>The royal speech witnessed the king’s appreciation of the country&#8217;s legal and diplomatic gains, especially after countries opened consulates in the Moroccan Sahara, drawing attention to the fact that this deal is a clear recognition of the Moroccan Sahara on the one hand and stability and prosperity in the southern provinces of the Kingdom on the other hand.</p>
<p>HM King Mohammed VI reminded that 85 percent of the member states of the United Nations refuse to be led by the maneuvers that promote the fictitious entity. Adding that Morocco affirms the sincere commitment to fully cooperating with the UN Secretary-General to reach a permanent solution according to the autonomy initiative, and it will not be affected by the provocations and desperate maneuvers.</p>
<p>And after highlighting the refusal to obstruct the normal traffic between Morocco and Mauritania, or to change the situation on the eastern side of the Moroccan Sahara, the king declared that the Kingdom adheres to logic and wisdom without compromising the right to block attempts to undermine stability firmly. He also affirmed the country&#8217;s confidence in the ability of the United Nations and MINURSO to protect the ceasefire in the area.</p>
<p>On the economic level, King Mohammed VI said that it is high time to invest the qualifications in the maritime field in the Moroccan Sahara, especially after the demarcation of the maritime borders in accordance with international law which was completed this year, indicating the commitment to discuss with Spain away from imposing a one-sided situation to enhance the Economic and social dynamism so that the waterfront opposite Moroccan Sahara, becomes a field for freedom of economic integration and development radiation.</p>
<p>Concerning the &#8220;Mediterranean port of Dakhla&#8221;, the king declared that it is able to contribute to strengthening this trend and developing a true maritime economy due to the qualifications available to the Moroccan Sahara.  It could be a link with the African depth of the Kingdom of Morocco.</p>
<p>&nbsp;</p>
<p>King Mohammed VI added that investment should be made in the marine fields as part of the desalination projects and the production of renewable energies through wind turbines and marine tides, stressing the necessity of promoting marine fishing and giving a new impetus to the &#8220;blue scheme&#8221; to develop the coastal tourism offer in the Moroccan Sahara.</p>
<p>On the other hand, King Mohammed VI invested the occasion to demand that all Moroccans continue to mobilize and be vigilant in order to raise internal and external challenges and to evoke the values ​​of the victorious green march in all development projects and defend the fair cause of the Kingdom.</p>

The UN decisions, adds the king, also insist on “the effective participation of the real parties concerned in this regional conflict” and have “irreversibly endorsed the political solution based on realism and consensus as the path forward”. This policy, says the king, goes in line with the Moroccan Autonomy Initiative &#8220;backed by the Security Council and the influential powers as the sole normal course of action for the settlement of this dispute”.</p>
<p>At the level of the African Union, the king affirmed that Morocco’s return to its African home led this organization to freeing itself from the “manipulations it had been subjected to for years”. This pan-African organization, added the king, has adopted a “a constructive stance, which consists in providing, through the UN Secretary-General and the Security Council, full support to the United Nations Organization as the sole institution in charge.</p>
<p>On the legal/diplomatic front, the king asserted that the many sister countries which have opened general consulates in the cities of Laayoune and Dakhla, are “explicitly and unequivocally recognizing the Moroccanness of the Sahara” and “attesting to the security, stability and prosperity enjoyed by the inhabitants of our southern provinces”.</p>
<p>The Monarch, in addition, expressed his confidence that the UN and MINURSO will keep carrying out their duties in terms of preserving the ceasefire in the region.</p>

<p>Dear Citizens</p>
<p>The Green March, the forty-fifth anniversary of which we are celebrating today, is a unique example of mobilization, discipline and the pursuit of what is just.</p>
<p>Indeed, Moroccans responded spontaneously and with a keen sense of sincere patriotism to the call of the architect of the Green March, my revered father His Majesty King Hassan II &#8211; God bless his soul.</p>
<p>Through a peaceful march, which enabled our country to recover its southern provinces, Moroccans proved to the world their ability to rise to challenges and make history.</p>
<p>The Green March is not simply a watershed in the completion of our territorial integrity. It is an ongoing process whereby we confirm the Moroccanness of the Sahara in the international arena, making its celebration a driver of economic growth at the regional and continental levels.</p>
<p>In recent years, there have been tangible developments on several fronts:</p>
<p>At the UN, the latest Security Council resolutions have laid to rest outdated, unrealistic approaches and proposals.</p>
<p>Those resolutions have also insisted on the actual participation of the real parties concerned in this regional conflict and have irreversibly endorsed the political solution based on realism and consensus as the path forward.</p>
<p>This policy is in line with the Moroccan Autonomy Initiative, which is backed by the Security Council and the influential powers as the sole normal course of action for the settlement of this dispute.</p>
<p>At the level of the African Union, and with Morocco’s return to its African family, this pan-African organization has freed itself from the manipulations it had been subjected to for years.</p>
<p>The African Union has now adopted a constructive stance, which consists in providing full support &#8211; through the UN Secretary-General and the Security Council &#8211; to the United Nations Organization as the sole institution in charge.</p>
<p>On the legal and diplomatic front, a number of sister nations have opened consulates general in the cities of Laayun and Dakhla, thereby explicitly and unequivocally recognizing the Moroccanness of the Sahara. They are, thus, attesting to the security, stability and prosperity enjoyed by the inhabitants of our southern provinces.</p>
<p>At the same time, the vast majority of the international community refuses to endorse the views peddled by the other parties. As a result, the number of countries which do not recognize the fictitious entity now stands at 163, or 85% of UN Member States.</p>
<p>This trend has been further bolstered by the adoption of constructive positions by the global powers through, for example, the conclusion of strategic and economic partnerships that incorporate &#8211; without exceptions or reservations &#8211; the Kingdom’s southern provinces, which are an indivisible part of the Moroccan territory.</p>
<p>Given the above, Morocco reiterates its sincere commitment to cooperate with His Excellency the Secretary-General of the United Nations, within the framework of the relevant Security Council resolutions so as to achieve a final solution based on the Autonomy Initiative.</p>
<p>Morocco will not waver in its position. Nor will it be affected, in any way, by the useless provocations and desperate schemes of the other parties, which attest to a headlong rush, now that their outdated claims have failed.</p>
<p>In this regard, we categorically reject the unacceptable practices designed to disrupt the normal flow of traffic between Morocco and Mauritania, change the legal and historical status of the territory east of the berm, or illegally exploit the region’s resources.</p>
<p>As ever, Morocco will not only continue to abide by and uphold logic and wisdom, but it will also respond, with the utmost firmness and resolve, to any practices or attempts designed to undermine the security and stability of its southern provinces.</p>
<p>I am confident the United Nations and MINURSO will continue to carry out their duties in terms of preserving the ceasefire in the region.</p>
<p>Dear Citizens,</p>
<p>My commitment to reaffirming the Moroccanness of the Sahara is as steadfast as my endeavors to make the Sahara an engine of development at the regional and continental levels.</p>
<p>To complement the major projects implemented in our southern provinces, I think the time has come to exploit the region’s enormous maritime potential.</p>
<p>In this regard, Morocco has this year completed the demarcation of its maritime boundaries and incorporated them into its legislation, in keeping with international law.</p>
<p>Morocco will remain committed to dialogue with its neighbor, Spain, regarding any overlap between the territorial waters of the two friendly countries, consistent with the provisions of the Law of the Sea and in keeping with the spirit of their partnership, avoiding any unilateral decision or fait accompli.</p>
<p>The delineation of the maritime areas falling under the Kingdom’s sovereignty will support the plan designed to promote the current vibrant economic and social policy in the region.</p>
<p>Consistent with this vision, the Atlantic coast to the south of the Kingdom, bordering the Moroccan Sahara, will serve as an area for the achievement of economic complementarity as well as continental and international prominence.</p>
<p>In addition to Tanger-Med, which is the first port in Africa, Dakhla Atlantique will contribute to reaching this goal.</p>
<p>I shall continue to work for the development of a real maritime economy in these provinces, which I particularly cherish. Indeed, they boast significant resources and capabilities that can make them act as a bridge between Morocco and its African roots.</p>
<p>It is important, in this respect, to invest in marine areas, whether with regard to seawater desalination or renewable energy, exploiting, to this end, wind turbine generators and tidal energy.</p>
<p>In parallel, we must continue to develop the fishing sector, given its role in boosting the region’s economy. This would also give fresh impetus to the Plan Halieutis, making it a strategic pillar for revitalizing the tourism sector, turning the region into a prominent destination for beach tourism.</p>
<p>Dear Citizens,</p>
<p>Loyalty to the spirit of the Green March and to its immutable oath requires all Moroccans to remain mobilized and vigilant and to work in a diligent, responsible way so as to rise to internal as well as external challenges.</p>
<p>We must all keep in mind the spirit of the Green March and the values underpinning that event in order to press ahead with economic and social development, defend our interests and our just causes and enhance Morocco’s status at the regional and international levels.</p>
<p>I wish to take this opportunity to remember Morocco’s brave martyrs, and to salute our Royal Armed Forces and our security agencies for being constantly mobilized, under my leadership, to defend the unity of our homeland and preserve its security and stability.</p>
