“Refocusing Public Debate”: Morocco’s Spokesperson on the Khayr Decision
Samir Belfkih: the government wants public debate back on its agenda. Government spokesperson Samir Belfkih says the quick decision on Madiha Khayr was meant to refocus public debate on the government’s agenda and clear the way to its parliamentary investiture.
Morocco’s government acted swiftly over the appointment of Madiha Khayr as Minister Delegate in charge of Professional Training and Qualification, government spokesperson Samir Belfkih said. He added that the move, and the response to the personal judicial and medical information circulating on the matter, is part of the government’s duties.
Belfkih, who is also Minister of Territorial Planning, Urbanism, Housing and City Policy, said the government had been following the issue. Its decision rests on a political and institutional assessment shared by the members of the majority, who reiterated their common commitment to the government’s success, to refocusing public debate on its agenda and on citizens’ expectations, and to safeguarding the public interest.
Under paragraph 4 of Article 47 of the Constitution, the Head of Government asked King Mohammed VI to relieve Khayr of her duties. The King approved the request, as the Royal Office’s statement indicated.

Acting quickly, Belfkih said, shows the government’s commitment to creating the conditions to complete the constitutional process of its formation through parliamentary investiture, so it can then turn to its program.
