<p>After two weeks of negotiations in Morocco, the 6+6 joint commission reported on Tuesday night that its members had reached an agreement on the legislation governing the presidential and parliamentary elections slated for the end of the year.</p>

<p>The 6+6 Commission, which was tasked by the Libyan House of Representatives and the Libyan Council of State to create the election legislation, worked hard, and the Mission expressed its appreciation for their efforts in a statement. It also thanked the Government of the Kingdom of Morocco for providing an opportunity for the Commission.</p>
<p>UNSMIL also noted the outcome of the 6+6 Commission&#8217;s work in Bouznika, noting that &#8220;important elements of the electoral laws and related issues require the participation and support of a wide range of Libyan institutions, representatives of civil society, including women and youth, and political and security actors in order to enable inclusive, credible, and successful elections.&#8221;</p>
<p>In this regard, the Mission emphasized that it will continue to cooperate with all pertinent Libyan institutions, including the Presidential Council, in order to facilitate a process among all parties &#8220;that addresses the contentious elements of the electoral framework, ensures the necessary political agreement on the path to the elections, and allows for a level playing field for all candidates.&#8221;</p>
<p>UNSMIL reiterates its commitment, in accordance with its mandate, to the holding of &#8220;transparent, inclusive, and credible elections that will allow the Libyan people to freely choose their representatives and renew the legitimacy of the country&#8217;s institutions.&#8221; In this regard, UNSMIL calls on all Libyan actors to cooperate to resolve all outstanding issues and create a more secure and conducive environment for the holding of elections in 2023.</p>
<p>Prior to this, the UN expressed its gratitude to Morocco for its facilitation efforts aimed at achieving agreements on the electoral legislation among the Libyan parties through the Secretary-General&#8217;s spokesperson, Stéphane Dujarric.</p>
<p>Jalal Shwehdi, a member of the House of Representatives, spoke during the closing session of the work of the 6+6 Commission, in the presence of Omar Abu Lifa, a member of the High Council of State, and Nasser Bourita, the Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, about how the final agreement on these laws will be discussed in the coming days.</p>
<p>By supporting Libya&#8217;s attempts to hold elections in a thorough, inclusive, and practical manner, Morocco is continuing its efforts to find a lasting solution to the Libyan problem in order to ensure the country&#8217;s unity, stability, and advancement.</p>

<p>Recalling the outcomes of the Bouznika meetings, particularly the 2015 Skhirat Agreement, as well as the compromises on sovereignty positions and the unification of executive power, the MAU General Secretariat expressed the hope that the compromise on the laws governing the elections would directly affect the organization of these eagerly anticipated elections and lead to a permanent resolution to the Libyan crisis, in order to ensure the unity and stability of the country.</p>

<p>Jalal Shwehdi, a member of the House of Representatives, stated at the closing session of the 6+6 commission that the final agreement on these laws would be discussed in the upcoming days in front of the presidents of the Libyan House of Representatives and Council of State. Also present were Omar Abu Lifa, a member of the High Council of State, and Nasser Bourita, the Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates.</p>
<p>Shwehdi lauded the role the Kingdom of Morocco played in the success of this conversation and in obtaining agreements on the aforementioned electoral legislation, emphasizing that the commission had not come under any external pressure.</p>
<p>Specifically mentioning that two laws had been drafted, the first of which dealt with the election of parliament (House of Representatives and Senate) and the second text dealt with the election of the Head of State, Abu Lifa stated that the members of the commission had reached a compromise on all points of divergence relating to the electoral laws.</p>
<p>He emphasized that the only thing left to do is for the House of Representatives to officially publish the laws as required by Amendment 13 of the Constitutional Declaration in order to start the election process.</p>
<p>The outstanding points were the subject of a compromise without any foreign interference, he said, explaining that these laws do not prohibit any person from participating in the electoral process and do not provide for any exclusion, just as they offer the opportunity for political parties to play a fundamental role in the electoral process.</p>
<p>Both rules encourage women to actively participate in the House of Representatives and the Senate and increase the country&#8217;s regional representation since all outlying towns and villages have a representative in the legislature.</p>
<p>Furthermore, Abu Lifa thanked Morocco for its ardent support of the commission&#8217;s work, stating that the country&#8217;s &#8220;successful efforts&#8221; had made it much easier to complete this task.</p>
<p>In order to ensure the unity, stability, and advancement of Libya, the Kingdom of Morocco is continuing its efforts to find a permanent solution to the country&#8217;s problem by supporting its attempts to hold elections within a comprehensive, inclusive, and practical framework.</p>
<p>The Bouznika meeting is an extension of the series of gatherings the Kingdom has hosted, bringing together the various Libyan parties in order to deepen discussion on strategies for ending the nation&#8217;s crisis while adopting a strategy that creates the ideal environment for dialogue and useful consultation.</p>
<p>These meetings had led to important agreements favorable to the settlement process, led by the Skhirat Agreement (2015), the agreement between the speaker of the House of Representatives, Akila Saleh, and the president of the Libyan High State Council, Khalid El Machri in October 2022 on the implementation of the results of the Bouznika process concerning sovereign positions and the unification of executive power.</p>

<p>Bourita pointed out during the end of Libyan discussion in Bouznika that the agreements the parties have reached concerning Article 15 is a paramount step.</p>
<p>Bourita affirmed how Morocco makes sure to stop foreign interference in Libya adding that Morocco will work constructively and permanently to solve the Libyan Crisis.</p>
<p>He further added that following multiple meetings about Article 15, parties have reached the final steps concerning access to sovereign positions.</p>
<p>Bourita expressed that although the agreement over the committee that will receive candidatures might look as a technical step, it is in fact a practical step of paramount importance.</p>
<p>It is worth noting that the committee will take into account different criteria in dealing with candidatures for access to sovereign positions.</p>
<p>On their part, the Libyan delegation has expressed their gratitude to His Majesty, King of Morocco, Mohammed VI&#8217;s continuous support and catering for the Libyan discussions and Morocco&#8217;s determination to establish stability in Libya.</p>
