Interpol Secretary General Jürgen Stock underscored the organization’s commitment to leveraging a century of experience to equip member countries to confront the evolving challenges in police action over the next 100 years and beyond. In an editorial, he emphasized the need for a global response to the security crisis posed by transnational organized crime.

The foundation of the International Criminal Police Commission, later named INTERPOL, took place in 1923 during a police congress in Vienna, Austria, bringing together representatives from 20 countries. Established in a post-war context of geopolitical upheaval and concerns about rising international crime, the congress affirmed that collaboration was essential for police to combat transnational crime threats. Convened by police officials, the Vienna Congress established the foundational principles guiding INTERPOL’s work today: a focus on practical tools for cross-border law enforcement and a commitment to neutrality, principles that persist through periods of political or economic tension.

Abdellatif Hammouchi, the director general of territorial surveillance, welcomed Thomas Haldenwang, the head of the German Federal Office for the Protection of the Constitution (BfV), along with senior members of this intelligence agency, on Wednesday in Rabat.

According to a statement from the Directorate General of Territorial Surveillance (DGST), the discussions between the two parties were primarily focused on the assessment of the security situation at the regional level, the review of challenges brought on by the growing terrorist threat, as well as ways to strengthen security cooperation between the two countries on firm foundations of credibility, trust, and shared interests.

In light of the significant changes that characterize the terrorist threat and organized crime, the meeting is intended to reaffirm the parties’ shared commitment to enhancing security cooperation and consolidating the coordination of intelligence in the fight against threats to the security of both countries, according to the statement.

This working visit is the second of its kind under the joint action program between the two parties, following a first trip by the Director General of National Security and Territory Surveillance to the United States of America in June 2022, during which he met with the director of U.S. intelligence services, the president of the Central Intelligence Agency, and the director of the Federal Bureau of Investigation.

The statement read: “This new meeting was an opportunity for both parties to review the bilateral cooperation relations distinguished between the U.S. Federal Bureau of Investigation and the Directorate General of National Security and Territory Surveillance, on the one hand, and exchange about emerging threats and security challenges relating to various phenomena related to transnational crime.

Hammouchi and his counterpart  discussed ways to strengthen operational cooperation in the fight against threats posed by chemical, biological, and nuclear weapons, as well as ways to broaden the scope of their distinguished bilateral counterterrorism collaboration to include the Sahel-Saharan region. During these talks, the two sides also discussed ways to combat the movement of terrorist organizations’ fighters through border crossings and promote the exchange of information about these fighters.

The same source continued, “This new visit reflects the level of advanced bilateral cooperation between the Moroccan security services and law enforcement agencies in the United States as an extension of the deep strategic cooperation linking the two countries in several areas. This cooperation is based on a common commitment to strengthen and develop it in the service of security and regional and international stability.”

Authorities in Rabat are putting in place a special security and safety protocol to protect the anticipated large-scale celebrations of the arrival of the Atlas Lions.

Today, Thursday, a group of accredited ambassadors to Morocco paid a visit to the Central Judicial Research Office in Salé to learn about Morocco’s efforts to combat terrorism and organized crime.

Thanks to bilateral cooperation between Morocco and USA in areas of counterterrorism and fighting organized crime, Moroccan intelligence agency DGST has succeeded in providing critical information that led to the arrest of a US soldier accused of plotting terrorist attacks targeting the 9/11 memorial in Manhattan as well as leaking sensitive information about US military to unknown ISIS members.

US Army private Cole Bridges went under different nicknames exchanging private information online with who he thought was an ISIS contact who turned out to be an undercover agent of FBI.

Moroccan Intelligence affirmed that the case dates back to September 2020 when they informed the US government about the intricacies of Bridges online activities.

On his part, Secretary Pompeo express his “pleasure meeting Director General Abdellatif Hammouchi today to reaffirm the importance of our counterterrorism and law enforcement cooperation” he further added that “we value our partnership with Morocco in the fight against terrorism and working together to advance peace and security.”

The visit took place in the headquarters of General Directorate of Territorial Surveillance in Rabat. Fischer expressed his pride of the role he played in the issue of Sahara, as he is the first ambassador of the United States to visit the southern provinces of Morocco, he also showed his gratitude to Morocco praising the excellent level of cooperation between the kingdom and the US in various fields, especially security, counterterrorism and transnational crimes.

During this friendly visit, David Fischer praised the efforts made by Morocco, he described the country literally as “safe and promising “, he also wished more prosperity and progress for Moroccan people.

Abdellatif Hammouchi, the head of the Moroccan national police directorate, the General Directorate for National Security or DGST as well as head of secret services, met yesterday, Friday, December 17^th, with Robert Greenway, Deputy Assistant to the US President and National Security Council Senior Director in Charge of Africa and the Middle East joined by David Fischer, US Ambassador to Morocco. The meeting took place at the DGST headquarters in Rabat.

During this meeting, parties shed light on different security issues mainly organized international crime and drug trafficking.

Greenway and Fischer took the chance to applaud the important role Moroccan Security headquarters play in fighting terrorism and organized crime both nationally and internationally. They have also talked about Morocco’s important and valuable expertise and practical experience that the kingdom shares in this field with different international partners.

During this meeting, parties also talked about Morocco’s special relation with USA which dates back to more than two centuries since Morocco’s recognition of the USA as an independent state.

On their part, Greenway and Fischer expressed how USA is committed to support Morocco’s security and develop and reinforce bilateral cooperations between the two countries in different fields.

Furthermore, the parties presented the results of the bilateral cooperation between the two countries and discussed different mechanisms to support  bilateral cooperation in security in the Moroccan Sahara especially after the US recognition of Morocco’s sovereignty over its Sahara.
