										<content:encoded><![CDATA[<div style="margin-bottom:20px;"></div><p>The members of the United Nations Security Council hailed, on Wednesday in New York, Morocco’s efforts and its highly appreciated contributions to resolve the crisis in Libya.</p>
<p>In a statement adopted unanimously, they “expressed appreciation to the Kingdom of Morocco for hosting the 6+6 Committee in Bouznika from 22 May to 6 June 2023”.</p>
<p>This distinction from the executive body of the UN is a clear and an unequivocal UN and international recognition of the commendable efforts <span style="text-transform: initial;">made by Morocco, in accordance with the High Instructions of King Mohammed VI, to support the efforts of the Libyan parties, the United Nations and the international community aimed at finding a definitive solution to the Libyan crisis that guarantees Libya’s national unity, territorial integrity, peace, stability and progress.</span></p>
<p><span style="text-transform: initial;">In the statement, the members of the Security Council reaffirmed their support for the mediation and good offices role of the Special Representative of the Secretary-General and Head of the United Nations Support Mission in Libya (UNSMIL), Abdoulaye Bathily, in line with relevant Security Council resolutions, building mainly on the Libyan Political Agreement adopted in Skhirat in 2015 as well as on progress in the 6+6 Committee negotiations aimed at producing viable electoral laws.</span></p>
<p>This high appreciation by the Security Council towards the Kingdom follows those expressed by the spokesperson for the UN Secretary General, the United Nations Mission in Libya (UNSMIL), the African Union and the League of Arab States which had all commended Morocco for hosting the 6+6 Committee and the Kingdom’s credible efforts to help the Libyan parties reach a solution to the conflict in the country.</p>

<p>The third point, adds Mr. Bourita, is that if there is a solution, it must be Libyan and can only be done with international support, and in this framework comes the primary role of the United Nations to find a solution, noting that the United Nations is the umbrella that can ensure continuity and strength to any Libyan solution that may come after the efforts of the Special Representative of the Secretary General</p>
<p>As for the fourth point, the Minister of Foreign Affairs, African Cooperation and Moroccans Abroad was keen to stress that Morocco separates two issues, namely the question of legitimacy and the question of managing the transition period.</p>
<p>He stated that the only way to resolve the legitimacy issue in Libya is to hold presidential and parliamentary elections, through which the Libyan people will decide who will be granted political management power in their nation, and without which the legitimacy issue will remain unresolved. He expressed his regret that there are some obstacles to the preparation of these elections and his wish to overcome them with the help of Libyans&#8217; wisdom and the international community.</p>
<p>Regarding the issue of managing the transition period, Mr. Bourita added that the management of this stage must be consensual, through institutions that will work on the preparation of elections, executive and legislative power. <p>According to Mr. Bourita, Morocco has acted from the beginning, on the instructions of His Majesty King Mohammed VI, to help Libya and Libyans to meet, discuss and negotiate to find a Libyan solution to the Libyan crisis, and Morocco has always held meetings with the United Nations, from poznika to the recent meetings held in Rabat, all with one direction is that Libyans find a solution to their crisis away from any external interference.</p>
<p>The Minister of Foreign Affairs, African Cooperation and Moroccans Resident Abroad explained that Morocco offers the Libyans a space for dialogue, stressing that the instructions of His Majesty are to remain at the same distance from all Libyans, and that Morocco will not choose between the Libyans or say the legitimacy of one party over the other,&#8221; he said.</p>
<p>He concluded that Morocco says that there is a transitional stage and that the issue of legitimacy is resolved through elections, and there are institutions that must be addressed from this point of view, and Morocco continues in these efforts with the United Nations to achieve this solution.</p>

<p>The Moroccan Foreign Ministry said in a statement that Bourita confirmed during the call the “strong support of the Kingdom of Morocco” to the government of national unity and Libyan institutions, in accordance with King Mohammed VI’s guidelines, and “support for its efforts to hold elections in a comprehensive, participatory, and pragmatic framework, which contributes to the efforts of finding a final solution to the crisis that guarantees Libya’s stabilization.”</p>
<p>Bourita thanked the national unity administration, led by Abdelhamid Dbeibah, on “the wisdom it has showed since taking its responsibilities,” according to the statement.</p>
<p>According to the statement, the phone call “provided an opportunity for the two ministers to consult and collaborate on regional and international matters.”</p>
<p>According to AlMangoush, “in the context of the strong brotherly relations between the Kingdom of Morocco and the sisterly state of Libya,” “the State of Libya has decided to withdraw its candidacy for membership in the Peace and Security Council of the African Union by drawing up a mandate 2022-2025, waiving it in favor of the Kingdom of Morocco and supporting the Moroccan candidacy for this mandate.” “This judgment will be conveyed to the African Union Commission,” she continued.</p>
<p>According to the statement, the two ministers also discussed “the situation of the Community of Sahel-Saharan States, affirming their determination to coordinate in order to give a strong impetus to the organization and the return of its institutions to work in their official and natural headquarters.”</p>
<p>Libya is set to hold its first round of presidential elections on December 24, following years of UN-led efforts to end the country’s civil conflict and restore political stability.</p>
<p>However, the next election will encounter numerous hurdles, including unresolved issues with election laws and periodic infighting between armed factions. Other impediments include the country’s deep schism between east and west, as well as the presence of thousands of foreign fighters and forces.</p>

<p>Mr. Bourita assured participants that His Majesty King Mohammed VI is closely following developments in Libya and is framed by his royal vision of Morocco commitment, which was held today under the joint chairmanship of President Emmanuel Macron of France, Chancellor Angela Merkel of Germany, Prime Minister Mario Draghi of Italy, and President of the exiled Libyan Presidential Council.</p>
<p>Such an approach, based on respect for the Libyan people’s choice and the avoidance of guardianship, had allowed great progress to be made, beginning with the signing of the Political Agreement on Delays in December 2015.</p>
<p>The Minister recalled that the Bouznika Accords of 6 October 2020 made progress toward the reunification of the seven sovereign positions, that the Libyan Parliamentary Conference of 23 November 2020 facilitated the first meeting of 123 Libyan parliamentarians from East and West since 2011, and that Rabat’s commitment to December 2020 allowed representatives from the House of Representatives and the Supreme Council of Libya to come closer together.</p>
<p>Mr. Bourita urged the Conference participants to send Libya and the international community strong and unequivocal messages.</p>
<p>He also urged Libya to commit to a better future in order to maintain the gains made thus far. The elections have the potential to turn the ceasefire into a sustainable peace and a final resolution of the legality issue.</p>
<p>Mr. Bourita emphasized the need of ensuring that the legislative framework for Libya’s elections is “consensual” and “inclusive,” noting that such rights will reinforce Libya’s sovereignty and provide the international world with access to a single Libyan axis.</p>
<p>After firmly expressing Morocco’s support for Abdul Hamid Dbeibeh’s government’s efforts, the Minister recalled that Morocco was ready to support any deal between the Libyans.</p>
<p>Mr. Bourita said that &#8220;Morocco is ready to support anything that Libyans agree on, and that is what Libyan brothers are well aware of,&#8221; stressing the need to change the role of the international community and Libya&#8217;s partners.</p>
<p>Mr. Bourita stated that “Morocco, which remained a land of dialogue where Libyan brothers met spontaneously, has always regretted that some regard Libya as a diplomatic commercial origin,” while others regard it as a proxy conflict,” adding that “What each must do is to accompany a united Libya, without preaching or interfering, in finding conditions for a lasting peace, including through disarmament, the departure of foreign mercenaries, and the reintegration of local migrating populations</p>
<p>Mr. Bourita continued by expressing Morocco’s support for UN Secretary-General Antonio Guterres and his Personal Envoy, Ján Kubiš, in their efforts to promote peace in Libya.</p>
<p>It should be remembered that the Paris Conference envisions international support for the ongoing political transition and the timely staging of elections.</p>

<p>He stated “Libyans are fed up with gridlock and segregation. The moment has arrived to settle the legitimacy issue in Libya by holding elections on schedule and without further difficulties.&#8221;</p>
<p>In this regard, the Moroccan official emphasized the importance of all Libyan institutions participating in and accepting their responsibilities in preparing for and ensuring the success of these benefits, as the Libyan Parliament is a key player in this process, given its legislative role and the powers conferred on it by the constitutional declaration and the agreements reached between the Libyan parliament and the international community.</p>
<p>Mr. Nasser Bourita added that “conditions providing minimal requirements and assurances must be sought, since the wait for ideal conditions for conducting these elections may never be feasible,” emphasizing the necessity to work on current grounds and legislative frames of reference in order to govern these entitlements.</p>
<p>The President of the Libyan Parliament, for his part, stated that the Libyan problem would be addressed only if elections were held on time and a President was elected who would encourage peace and the unity of Libyan institutions.</p>
<p>Mr. Aguila Saleh stated that the House of Representatives had “done what it needed to do to prepare for these entitlements, through the preparation of laws framed for elections to the House of Representatives and the Head of State, which do not investigate any of the parties,” emphasizing that all constitutional and legal foundations for the election’s success were in place.</p>
<p>In this context, he emphasized the importance of the international community’s and Arab countries’ support for the holding of these elections, stating that “the only way out of the Libyan crisis, the consolidation of institutions, and the achievement of national reconciliation will be through the election of the President of all Libyans through the ballot box.&#8221;</p>

<p>The Libyan crisis has come to an end thanks to Morocco&#8217;s neutrality and impartiality during discussions between Libyan partners, delegations of the High Council of State and the Tobruk Parliament. It is for the Kingdom’s contribution to the resolution of the Libyan crisis that the Chairperson of European Parliament&#8217;s Delegation for relations with Maghreb countries and the Arab Maghreb Union (DMAG), Andrea Cozzolino, expressed his warm and sincere gratitude to Morocco.</p>
<p>Interviewed by an Arab news channel on the Libyan matter, Cozzolino praised the essential role played by King Mohammed VI in this process. “We, as the European Union, support this process which reminds us of the spirit of Skhirat. I extend our heartfelt thanks, in particular, to King Mohammed VI&#8221;.</p>
<p>Highly commended by the UN Security Council, Morocco&#8217;s role has also been highlighted by the African Union and the United States Embassy in Libya. Likewise, the Arab League thanked Morocco for having created the fraternal climate appropriate to a political solution to the Libyan crisis; a solution which will allow Libya to regain its rightful place among nations.</p>
