Portugal reiterated its support for Morocco’s autonomy plan on Friday, praising it as a serious and reliable foundation for resolving the Western Sahara conflict.

During the 14th High-Level Meeting, which took place today in Lisbon as part of the two nations’ commitment to enhancing bilateral cooperation, the Portuguese government reiterated its position on the Moroccan request for autonomy.

The meeting was co-chaired by Portugal’s Prime Minister Antonio Costa and Morocco’s Foreign Minister Nasser Bourita.

Portuguese support for Morocco’s autonomy proposal was emphasized in a joint statement issued after the meeting, along with Lisbon’s support for the UN-led political process aiming to find a politically negotiated, fair, and long-lasting solution to the Western Sahara conflict.

“The two parties agreed on the exclusive competence of the United Nations in the political process and reaffirmed their support for UN Security Council Resolution 2654, which referred to the role and responsibility of the parties in seeking a realistic, practical, and long-lasting political solution based on consensus,” the statement was cited as saying by Morocco’s state media MAP.

Portugal is one of a rising number of nations that see Morocco’s bid for autonomy as a genuine and reliable foundation for resolving the Sahara conflict. Portugal, Spain, Germany, the United States, and several more nations in Africa and the Arab world have also endorsed the Moroccan idea.

Portugal and Morocco reaffirmed their commitment to working together during the high-level conference by signing 12 cooperation agreements covering a variety of fields, including security, justice, tourism, and the environment, among others.

Portugal praised Morocco’s growth, openness, and modernity at the summit and emphasized King Mohammed VI’s leadership.

The joint statements emphasized Portugal’s view of Morocco as a reliable regional and global player, highlighting its “decisive role” in fostering peace, security, and development in the Atlantic and Mediterranean area, as well as in the Sahel Sahara region and throughout Africa.

Portugal also highlighted Morocco’s assistance in local and global campaigns to combat terrorism and extremism.

Portugal has reaffirmed its desire to continue enhancing its relationship with Morocco.

On the eve of the Morocco-Portugal High Level Meeting, which will take place in Lisbon on Friday, Portuguese Prime Minister Antonio Costa emphasized his nation’s resolve.

Costa stressed the proximity between Rabat and Lisbon while describing Morocco as a steady and dependable partner.

He reiterated Portugal’s emphasis on Morocco’s reform initiatives “aimed at modernizing its economy and consolidating a modern society,” saying “Rabat is the closest capital to Lisbon.”

According to the Portuguese official, maintaining a safe and stable environment in the Mediterranean area is a shared goal of both Rabat and Lisbon.

Costa highlighted that the friendship treaty between Morocco and Portugal would be 30 years old in 2024. The historic Treaty of Peace of 1774 will be commemorated by the two nations during its 250th anniversary.

“It is a relationship with a rich past, but above all a very promising future, based on the friendship between our two governments and our two peoples and the existence of common projects for the future of the two countries,” he claimed.

The willingness of Costa’s nation to deepen collaboration with Morocco in a variety of fields, including as agriculture, renewable energy, as well as in the fields of education and science, was also stated.

Along with Spain, Portugal, and Morocco, these nations are working together economically and politically to win the right to host the 2030 World Cup.

In March, Morocco declared its participation in the joint proposal, highlighting the goal of the project to unite the continents of Africa, Europe, the northern and southern Mediterranean, as well as the African, Arab, and Euro-Mediterranean regions.

In March, King Mohammed VI stated of the bid, “It will also bring out the best in all of us – in effect, a combination of genius, creativity, experience, and means.”

The combined bid has received praise from both Spain and Portugal, who emphasized its importance as a statement of cohesion and togetherness to the entire globe.

Fusion Green and Acquired Technologies (CCC), a Portuguese company, a global supplier of engineering solutions, signed a value chain agreement (infrastructure, safety, transport, and logistics) associated with the development of the HEVO Ammoniac project on Tuesday in Rabat.

The project, which is part of the Kingdom’s renewable energy goals, aims to produce 31,850 tons of green hydrogen, 151,800 tons of nitrogen, and 183,650 tons of green ammoniac per year.

The signing ceremony was held in particular by Mohamed Ghazali, Secretary-General of the Ministry of Energy and Minerals, Badr Aiken, Chairman of the Hash-Do Group and Yahya Zniber, and representatives of the National Office for Hydrocarbons and Minerals.

On this occasion, the Director of Commercial Development for Fusion Fuel Green, João Wahnon, noted that this project, for which a total investment of 865 million Euro would be targeted, would result in production of 3650 tons of green ammonia in 2022, 20,000 tons in 2023, 40,000 tons in 2024 and 60,000 tons in 2025.

In terms of hydrogen production, 616 tons will be manufactured in 2022, 3,472 in 2023, 6,940 in 2024, and 10,000 tons and 411 in 2025 and 2026.

He declared, Morocco has the potential to develop a global leadership in the field of hydrogen production and export at the international level, as evidence by the declaration of cooperation in the field of green hydrogen signed last February between Morocco and Portugal, with the goal of setting the necessary foundations for the development of partnership in this clean energy sector between economic actors in the two countries.

He emphasized the remarkable progress and ambitions of Morocco in terms of sustainable development and renewable energies, noting that “Morocco has

raised by 2020 the share of green energies to 42 of the total electric energy, with a commitment to reach 52 percent by 2030.”

According to Mohamed Cherkaoui, scientific advisor to an American company that is a member of the Portuguese technology company Fusion Fuel Green and Consolidated Contractors (CCC), Morocco will host “the world’s largest green hydrogen and ammonia farm, whose production will be devoted exclusively to export to Europe.”

HM King Mohammed VI sent a telegram to the president of the Portuguese Republic, Marcelo Rebelo de Sousa, wishing him a quick recovery from covid-19.

His Majesty’s telegram states: “I was informed that you’ve been infected with covid-19. I’m expressing my sincere wishes for a speedy recovery and that you regain your strength as soon as possible.”

In this telegram, the king expressed his full support for the Portuguese president.

Portuguese FM Augusto Santos Silva had the chance to meet earlier last year with Moroccan FM Nasser Bourita to discuss issues related to bilateral relations between the two countries.

The meeting was an opportunity to discuss ways to further strengthen diplomatic and economic relations between the two countries.

Portugal grabbed the chance to reaffirm its constant position towards the Moroccan Sahara stating that Morocco’s Autonomy Plan remains a “very credible, serious” solution to put an end to the conflict.

Meanwhile, Portuguese FM applauded Morocco’s peacekeeping efforts to maintain peace and stability across the Mediterranean, Maghreb and Africa Regions.
