<p>The Sovereign states in this message that he learned of Professor Khalid Naciri&#8217;s passing with great sadness and emotion. Professor Naciri went to be with His Lord after a full life of selfless sacrifice and unwavering devotion to his country.</p>
<p>In this difficult situation, H.M. the King extends His sincere condolences and best feelings of compassion to the deceased&#8217;s family, to all of his relatives, and to his large national political family, particularly to the Party of Progress and Socialism. He also asks God to grant the deceased&#8217;s family patience and consolation.</p>
<p>HM the King declares that he understands the late Naciri&#8217;s family&#8217;s distress in this difficult situation, remembering the great deceased with high regard for his accomplishments. With this passing, Morocco has lost one of its most outstanding citizens—a man who loved his country and worked diligently to help it advance—as well as someone who was genuinely committed to upholding its core principles and sacred causes.</p>
<p>The Sovereign continues, &#8220;These are his great traits that have qualified the departed, to hold many high positions and missions, whether at the academic, governmental, or diplomatic level, and which he performed with expertise, wisdom, judgment, and skill.&#8221;</p>
<p>The Sovereign asks the Almighty to reward the departed generously for his good deeds in service of his country and to include him among the Virtuous during these glorious days of the holy month of Ramadan.<br />

<p>The deceased&#8217;s remains were interred at the Chouhada cemetery in Rabat after the Al Asr and funeral prayers at the Chouhada Mosque, in the presence of the deceased&#8217;s family and his relatives. Furthermore present were the Wali of the Rabat-Salé-Kenitra region, Mohamed Yacoubi, governor of the Rabat prefecture, leaders and members of the PPS, as well as officials from several political parties.</p>
<p>The family of the late Khalid Naciri received a message of sympathy and condolences from H.M. King Mohammed VI.</p>
<p>The Sovereign recalled in this message the deceased&#8217;s noble characteristics, which gave him the privilege to hold many important positions and missions, whether at the academic, governmental, or diplomatic levels, and which he carried out with competence, wisdom, prudence, and skill.</p>
<p>Khalid Naciri, who passed away in 2018, held a number of positions of authority, including minister of communication, government spokesman from 2007 to 2012, and Moroccan ambassador to Jordan since 2018.</p>
<p>The deceased, who was born in Casablanca in 1946, was also the director of the Higher Institute of Administration from 1996 to 2000.</p>
<p>Also, he was a political science and law professor at various universities including the École nationale d&#8217;administration.<br />

Khalid Naciri, a career lawyer and member of the Casablanca bar, has been the kingdom&#8217;s ambassador to Jordan since August 20, 2018. He previously served as minister of communication (2007–2011) and was the Higher Institute of Administration&#8217;s director from 1996 until 2013.</p>
<p>Mr. Naciri is a human rights advocate who helped form the Moroccan Human Rights Organization in 1988 and presided over it in 1990. He also overwhelmingly presided over the Arab League&#8217;s Permanent Arab Council for Human Rights for three terms, from 2000 to 2006.</p>
<p>Khalid Naciri is a professor of constitutional law at the department of legal sciences in Casablanca and the creator of numerous publications, research, and articles in the fields of political science and public law. He served as one of the show&#8217;s primary hosts during the 1990s.<br />
The funeral date will be revealed later, according to a press release from the political office of the PPS, which also confirmed his death on Wednesday night.</p>

<p>It was unanimously agreed during this meeting to choose Mohamed El Gharass, member of the national council of Popular Movement, as head of the network, while the leader of the Lebanese Future Movement, Mustapha Allouch, was chosen as vice-president.</p>
<p>The network seeks to “promote universal values of freedom, rule of law, democracy, free market economy and economic prosperity, and work to develop member parties and organizations through various methods including mentoring, following best practices, capacity-building and empowerment by entrenching liberal principles, and increasing the participation of the MENA region in global exchange of values and ideas”.</p>
<p>El Gharass said, in a statement to MAP, that the establishment of this network comes as a culmination of a process that the established parties have started since 2019, as they decided to create a framework for working together to spread universal values of human rights, democracy, the rule of the state of right and law, and spread liberal values with full respect for the region&#8217;s specifics And constitutional controls, as well as spreading a culture of peace and coexistence and supervising youth.</p>
<p>He added that the network constitutes a platform for the exchange of experiences between these parties in the region, to bring together views on some issues of concern to the region, and seeks to open up to successful Arab and international experiences, noting that a road map had been drawn up to open the way for the rest of the living forces that share the same liberal values to join this organization, and to start work on institutionalizing relations between the region&#8217;s parties and unifying views on a number of issues.</p>
<p>On the other hand, he stressed that not framing youth, which constitutes a real opportunity for economic and social change and development in the region, and directing them and providing them with universal values, may turn this opportunity into a real threat to the region in the future, in the event that these young people fall between the clutches of extremism, hatred and populism.</p>
<p>The meeting, which was held both in attendance and via videoconference, featured the participation of the founding parties of the network represented by the Future Movement (Lebanon), the Popular Movement and the Constitutional Union (Morocco), Afaq Tunis (Tunisia), and Free Egyptians (Egypt).</p>

<p>He also stressed the need to resolve tension surrounding the Gulf-Iranian matter, noting that “Arab countries do not want tense relations with Iran. All Arab countries want good healthy relations with Iran based on international law, non-interference in internal affairs and respect for good neighborliness.”</p>
<p>On a final note, the minister highlighted the importance of building regional relations on the basis of the aforementioned principles, assuring that there will be no reason for continuing tension if these principles are respected.</p>

<p>Bourita opened his speech by wishing Jordan continued progress and prosperity, stressing that the opening of this consulate in Laayoune embodies cooperation between the two countries which maintained their relationship under very sensitive Arab and regional circumstances.</p>
<p>Bourita also pointed out that there is coordination with Jordan on challenges facing the region, and that Morocco is consulting politically on the Palestinian issue, adding that &#8220;<em><strong>King Abdullah II&#8217;s decision to open a consulate in Laayoune is a practical translation of Jordan&#8217;s positions in support of our country to protect its security and territorial integrity.</strong></em>&#8221;</p>
<p>For his part, the Jordanian Foreign Minister, Ayman Safadi, said: “I am honored to be in Laayoune to inaugurate our consulate following King Abdullah’s decision to open it,” noting that “<span style="color: #ff0000;"><em><strong>the opening of the consulate today in Laayoune confirms our position that we stand with the territorial integrity of Morocco</strong></em></span>.”</p>
<p>He added, &#8220;There are many agreements that we have concluded with Morocco, and we hope that they will be signed at the earliest opportunity.&#8221;</p>
<p>On a finale note, Safadi stated that &#8220;our relationship is distinguished and historic, with uninterrupted coordination, and Morocco is cooperating with us in protecting the Arab-Islamic identity of Al-Quds&#8221;, explaining that &#8220;our first issue is the Palestinian issue; in order to achieve a peace that protects all the legitimate rights of the people there.&#8221;</p>

<p>Nasser Bourita, Morocco&#8217;s Minister of Foreign Affairs African Cooperation and Moroccans Expatriates, inaugurated Jordan&#8217;s consulate with his Jordanian counterpart H.E Ayman Safadi, bringing the number of foreign consulates in Moroccan Sahara to 19 consulates; 11 of them in Laayoune and 8 in Dakhla.</p>
<p>This inauguration comes after a phone conversation held between His Majesty King Mohammed VI and King Abdullah ll last November, in which the King of Jordan expressed his country&#8217;s intention to open a consulate in the Moroccan Sahara.</p>

<p>This call embodies the strong and sincere relationships which bind the two Sovereigns, as it dedicates the tradition of continuous consultation, permanent coordination, fruitful cooperation, and solidarity between the two Kings.</p>
<p>During this call, the Hashemite Abdullah II Ibn Al Hussein has welcomed the <a href="https://moroccotelegram.com/politics/morocco-launches-military-operation-in-guerguerat-border-crossing/">decisions taken by HM the King</a> to secure the movement of people and goods in the region of El Guerguerat in the Moroccan Sahara.</p>
<p>He also congratulated HM the King on the success of this process and the reopening of the passage to secure the movement of people and goods from the Kingdom of Morocco to the countries of sub-Saharan Africa.</p>
<p>On this occasion, HM King Abdullah II expressed to HM King the willingness of the Hashemite Kingdom of Jordan to open a General Consulate in the Moroccan city of Laâyoune. The foreign ministries of the two countries will coordinate the necessary arrangements for this purpose.</p>
<p>HM King Mohammed VI expressed his consideration and gratitude for this important decision, which is part of the supportive positions that the Hashemite Kingdom is expressing for the territorial integrity of Morocco.</p>
