<p>&#8220;We are pleased with the results achieved thanks to Morocco&#8217;s support, and we hope that the Kingdom continues to support this political process, especially as we are implementing the organic laws of elections and the related agreements,&#8221; said Mr. Bathily during a joint press briefing with the Minister of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad, Nasser Bourita.</p>
<p>He noted that monitoring the implementation of these laws in a country plagued by tensions and conflicts like Libya necessarily requires reaching agreements based on good faith among political actors.</p>
<p>Mr. Bathily emphasized the need to reach &#8220;consensual solutions as soon as possible,&#8221; given that &#8220;the current situation cannot last any longer and poses major risks.&#8221;</p>
<p>Recalling that Libya is currently situated in a regional context marked by tensions, the UN official mentioned that the Libyan people and the international community aspire to the establishment of peace in the country.</p>
<p>He also discussed the repercussions of this tension on security in the region and the world, considering the geostrategic position of Libya.</p>
<p>Morocco hosted the meeting of the 6+6 joint commission from May 22 to June 6, 2023. This commission was tasked by the Libyan House of Representatives and the High Council of State with formulating electoral laws for the parliamentary and presidential elections in Libya.</p>
<p>After two weeks of meetings in Bouznika, the members of this commission reached a compromise on the laws governing the presidential and parliamentary elections scheduled for the end of the year.</p>

										<content:encoded><![CDATA[<div style="margin-bottom:20px;"></div><p>The members of the United Nations Security Council hailed, on Wednesday in New York, Morocco’s efforts and its highly appreciated contributions to resolve the crisis in Libya.</p>
<p>In a statement adopted unanimously, they “expressed appreciation to the Kingdom of Morocco for hosting the 6+6 Committee in Bouznika from 22 May to 6 June 2023”.</p>
<p>This distinction from the executive body of the UN is a clear and an unequivocal UN and international recognition of the commendable efforts <span style="text-transform: initial;">made by Morocco, in accordance with the High Instructions of King Mohammed VI, to support the efforts of the Libyan parties, the United Nations and the international community aimed at finding a definitive solution to the Libyan crisis that guarantees Libya’s national unity, territorial integrity, peace, stability and progress.</span></p>
<p><span style="text-transform: initial;">In the statement, the members of the Security Council reaffirmed their support for the mediation and good offices role of the Special Representative of the Secretary-General and Head of the United Nations Support Mission in Libya (UNSMIL), Abdoulaye Bathily, in line with relevant Security Council resolutions, building mainly on the Libyan Political Agreement adopted in Skhirat in 2015 as well as on progress in the 6+6 Committee negotiations aimed at producing viable electoral laws.</span></p>
<p>This high appreciation by the Security Council towards the Kingdom follows those expressed by the spokesperson for the UN Secretary General, the United Nations Mission in Libya (UNSMIL), the African Union and the League of Arab States which had all commended Morocco for hosting the 6+6 Committee and the Kingdom’s credible efforts to help the Libyan parties reach a solution to the conflict in the country.</p>

<p>Stéphane Dujarric, the spokesperson for the Secretary-General at the UN, thanked Morocco for helping the Libyan parties convening in Bouznika to reach an agreement on the electoral regulations.</p>
<p>At his daily news conference in New York, the spokesman emphasized, &#8220;We thank Morocco for facilitating the efforts&#8221; of the members of the &#8220;6+6&#8221; Joint Commission, who were tasked by the Libyan House of Representatives and Council of State with creating the electoral legislation.</p>
<p>The &#8220;6+6&#8221; Libyan Joint Commission meeting, which took place in Bouznika from May 22 to June 6, reached an agreement on the rules regulating the presidential and parliamentary elections planned for the end of the year, and the United Nations Support Mission in Libya (UNSMIL) congratulated Morocco for hosting it.</p>
<p>The Mission thanked Morocco for hosting the 6+6 Commission and conveyed its appreciation for their efforts in a statement.</p>
<p>The African Union (AU) congratulated Morocco in a similar manner. Chairman of the AU Commission Moussa Faki Mahamat tweeted, &#8220;I congratulate the Kingdom of Morocco on its facilitation.&#8221;</p>
<p>Ahmed Abou El Gheit, the secretary general of the League of Arab States, hailed Morocco&#8217;s initiatives and expressed the hope that they would &#8220;encourage the Libyan parties, following the compromises announced, to overcome the obstacles preventing the final signing of the agreement in the coming days.&#8221;</p>
<p>The General Secretariat of the Organization of Islamic Cooperation (OIC), in a similar vein, praised the Kingdom for its contribution to the achievement of these compromises.</p>
<p>The General Secretariat of the Arab Maghreb Union (AMU), which praised Morocco&#8217;s efforts on behalf of the Libyan brothers as well as the strategy used by the Kingdom to give them the proper space for consultation and dialogue &#8220;far from any foreign pressure,&#8221; expressed the same degree of satisfaction.</p>
<p>The &#8220;6+6&#8221; Joint Commission&#8217;s compromise on the laws governing the election of the Head of State and members of Parliament was welcomed by the Ministerial Council of the Cooperation Council for the Arab States of the Gulf (GCC), who described it as a &#8220;positive and constructive&#8221; step toward the holding of presidential and parliamentary elections in the nation.</p>
<p>Several diplomatic missions accredited to Morocco hailed the country for their dedication as well. The British and Irish embassies expressed their appreciation for the Kingdom&#8217;s hosting of the &#8220;6+6&#8221; Joint Commission in tweets. They also praised the diplomatic efforts of Morocco for their part in settling this dispute.</p>
<p>The Croatian embassy, for its part, welcomed Morocco&#8217;s initiatives to support the &#8220;6+6&#8221; Joint Commission dialogue and find a solution in the hopes of resolving the political crisis in Libya, highlighting &#8220;the Kingdom&#8217;s strong and positive commitment to a peaceful political transition in Libya, through the electoral process.&#8221;</p>
<p>The embassies of Switzerland and the Netherlands in Rabat also praised Morocco&#8217;s &#8220;very positive&#8221; support for the orderly political transition in Libya in tweets.</p>
<p>Saudi Arabia praised &#8220;the efforts of the brotherly Kingdom of Morocco to make the dialogue succeed and reach a compromise, with a view to achieving a political settlement in Libya&#8221;. The Saudi Ministry of Foreign Affairs published the statement.</p>
<p>Iraq highly praised Morocco&#8217;s efforts in facilitating a productive debate and reaching a settlement about the electoral law in Libya while giving political parties the chance to play a significant role in the electoral process.</p>
<p>The Mauritanian government applauded the &#8220;great efforts made by the Kingdom to reconcile the views of the various Libyan parties in order to reach this important agreement, which paves the way for the establishment of the necessary conditions for the completion of the Libyan electoral process in the best circumstances and in a consensual and participatory manner,&#8221; through its Ministry of Foreign Affairs.</p>
<p>Egypt likewise lauded the efforts of the &#8220;6+6&#8221; Joint Commission in a statement released by the Ministry of Foreign Affairs, praising the Kingdom for hosting the commission&#8217;s activities.</p>
<p>The UAE Ministry of Foreign Affairs praised &#8220;the efforts of the brotherly Kingdom of Morocco to make the dialogue a success and reach important compromises aimed at achieving a political settlement in Libya&#8221; in a statement that was similar to that of the Moroccan government.</p>
<p>Kuwait also commended Morocco for its efforts in hosting the &#8220;6+6&#8221; Joint Commission meeting at Bouznika.</p>
<p>Jordan praised the Kingdom of Morocco for its contribution to the successful negotiation and compromise between the Libyan parties over the scheduling of the presidential and parliamentary elections.</p>
<p>The &#8220;6+6&#8221; Joint Commission, which was tasked by the Libyan House of Representatives and High Council of State with establishing the legislation governing presidential and legislative elections in Libya, came to an agreement in the Moroccan city of Bouznika, which was warmly welcomed by the Jordanian Ministry of Foreign Affairs.</p>

<p>Through its Ministry of Foreign Affairs, the State of Qatar thanked Morocco on Sunday for helping to facilitate communication and consultation between the Libyan parties and for its efforts in hosting the negotiations.</p>
<p>Additionally, a number of international media outlets emphasized the significance of Morocco&#8217;s contribution to the Libyan conversation. These included the Italian media, who deemed this action &#8220;crucial&#8221; in the endeavor to end the Libyan crisis, and the Argentine news outlet Alternate Press Agency, which lauded the Kingdom&#8217;s tenacious efforts in an analysis by Argentine political analyst Adalberto Agozina.</p>
<p>The &#8220;6+6&#8221; Joint Commission declared on Tuesday night that its members had reached an agreement on the legislation governing the presidential and parliamentary elections slated for the end of the year following two weeks of negotiations in Morocco.</p>
<p>The Bouznika meeting is a continuation of the series of meetings hosted by the Kingdom, bringing together the various Libyan parties with a view to deepening dialogue on ways and means of resolving the crisis in the country, following an approach that provides the right platform for constructive dialogue and consultation.</p>

<p>The 6+6 Commission, which was tasked by the Libyan House of Representatives and the Libyan Council of State to create the election legislation, worked hard, and the Mission expressed its appreciation for their efforts in a statement. It also thanked the Government of the Kingdom of Morocco for providing an opportunity for the Commission.</p>
<p>UNSMIL also noted the outcome of the 6+6 Commission&#8217;s work in Bouznika, noting that &#8220;important elements of the electoral laws and related issues require the participation and support of a wide range of Libyan institutions, representatives of civil society, including women and youth, and political and security actors in order to enable inclusive, credible, and successful elections.&#8221;</p>
<p>In this regard, the Mission emphasized that it will continue to cooperate with all pertinent Libyan institutions, including the Presidential Council, in order to facilitate a process among all parties &#8220;that addresses the contentious elements of the electoral framework, ensures the necessary political agreement on the path to the elections, and allows for a level playing field for all candidates.&#8221;</p>
<p>UNSMIL reiterates its commitment, in accordance with its mandate, to the holding of &#8220;transparent, inclusive, and credible elections that will allow the Libyan people to freely choose their representatives and renew the legitimacy of the country&#8217;s institutions.&#8221; In this regard, UNSMIL calls on all Libyan actors to cooperate to resolve all outstanding issues and create a more secure and conducive environment for the holding of elections in 2023.</p>
<p>Prior to this, the UN expressed its gratitude to Morocco for its facilitation efforts aimed at achieving agreements on the electoral legislation among the Libyan parties through the Secretary-General&#8217;s spokesperson, Stéphane Dujarric.</p>
<p>Jalal Shwehdi, a member of the House of Representatives, spoke during the closing session of the work of the 6+6 Commission, in the presence of Omar Abu Lifa, a member of the High Council of State, and Nasser Bourita, the Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, about how the final agreement on these laws will be discussed in the coming days.</p>
<p>By supporting Libya&#8217;s attempts to hold elections in a thorough, inclusive, and practical manner, Morocco is continuing its efforts to find a lasting solution to the Libyan problem in order to ensure the country&#8217;s unity, stability, and advancement.</p>

<p>The organization&#8217;s General Secretariat praised the role the Kingdom of Morocco played in securing these compromises in a statement released on Thursday.</p>
<p>It expressed the hope that this action would open the door for the conduct of presidential and parliamentary elections in a manner that satisfies the aspirations of the Libyan people for security, peace, stability, and development as well as the preservation of Libya&#8217;s sovereignty, independence, and territorial integrity.</p>
<p>After two weeks of negotiations in Morocco, the &#8220;6+6&#8221; joint panel declared on Tuesday that its members had come to an agreement on the rules governing the presidential and parliamentary elections.</p>
<p>The Bouznika meeting is an extension of the series of gatherings the Kingdom has hosted, bringing together the various Libyan parties in order to deepen discussion on strategies for ending the nation&#8217;s crisis while adopting a strategy that creates the ideal environment for dialogue and useful consultation.</p>

<p>The MAU General Secretariat stated in a statement that it had followed the &#8220;6+6&#8221; joint commission meetings in Bouznika with great satisfaction, which on Wednesday resulted in a compromise between all the Libyan parties regarding the laws governing the presidential and parliamentary elections, guaranteeing the organization of these elections within a comprehensive and inclusive framework, while taking into account party representation and the participation of women.</p>
<p>Recalling the outcomes of the Bouznika meetings, particularly the 2015 Skhirat Agreement, as well as the compromises on sovereignty positions and the unification of executive power, the MAU General Secretariat expressed the hope that the compromise on the laws governing the elections would directly affect the organization of these eagerly anticipated elections and lead to a permanent resolution to the Libyan crisis, in order to ensure the unity and stability of the country.</p>
<p>Following two weeks of meetings in Morocco, the &#8220;6+6&#8221; joint commission, which was tasked by the Libyan House of Representatives and High Council of State with drafting electoral laws, announced that its members had come to an agreement on the laws governing the presidential and parliamentary elections scheduled for the end of the year.</p>
