The agreement was signed on October 28 by Nadia Biaz, Director General of the National School of Administration, and Ye Hailin, President of the Institute of China-Africa Studies. Moroccan and Chinese officials attended the centre’s inauguration.
New Centre to Support Research and Training
The agreement will support joint research on issues of shared interest. It will also encourage cooperation between researchers, trainers, and public officials from both countries.
The two institutions will organise training programmes in Morocco and China. These programmes will target government employees, public officials, and senior professionals. They will focus on areas identified as priorities by the centre.
Biaz said the partnership would build on mutual trust, shared expertise, and knowledge exchange.
She also stressed the role of international cooperation in improving training and research. Such partnerships can help public institutions adapt to new challenges.
The centre will also promote new approaches to public administration. It aims to improve institutional performance and support the modernisation of public services.
Biaz expressed hope that the centre would become a key platform for research and institutional cooperation between China, Morocco, and other African countries.
China Highlights Strategic Partnership
Chinese Ambassador to Morocco Yu Jinsong said the centre would strengthen ties between the two countries.
She described the project as a step towards implementing the outcomes of the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC).
The centre is also expected to connect Chinese and African research institutions. It will encourage joint studies, closer coordination, and the sharing of research findings.
The ambassador also highlighted the importance of 2026. This year marks the tenth anniversary of the strategic partnership between Morocco and China.
Over the past decade, the two countries have expanded high-level exchanges and practical cooperation. They have also strengthened cultural and people-to-people ties.
Focus on Governance and Development
Ma Yuan, Deputy Secretary-General of the Chinese Academy of Social Sciences, also welcomed the initiative. He is also an official responsible for the China Centre for International Economic Exchanges.
Ma said the centre would provide a space for research, testing new ideas, and producing scientific studies.
He added that researchers could use the experiences of both countries to develop practical proposals. Their work will cover shared priorities, including modernisation, state governance, and economic and social development.
The new centre adds a research and training dimension to cooperation between China and Morocco. By bringing together researchers and public-sector experts, it aims to support knowledge exchange and discussions on governance across Africa.
