Gov’t Chief: No Trust Without Fighting Corruption
Institutions will not be able to regain public trust without effectively combating corruption and conflicts of interest, the Head of Government, Fatima Ezzahra El Mansouri, stated on Monday.
Speaking during a joint plenary session before both Houses of Parliament dedicated to the presentation of the Government Program, El Mansouri stated that the government will work to finalize the National Integrity System, notably by criminalizing illicit enrichment, penalizing conflicts of interest in accordance with Article 36 of the Constitution, strengthening mandatory asset disclosure requirements, and penalizing the disclosure of information intended to obtain privileges.
“We will launch a structural reform to regulate markets and combat monopolies and opportunistic intermediation, through a dedicated mechanism and appropriate resources, in coordination with the Competition Council”, she said.
On this occasion, El Mansouri noted that the government will establish mechanisms to review public procurement and investigate collusion in bidding processes, and will use public procurement as a lever for production and inclusion, while requiring, by law, contracting authorities to set aside 30% of the value of their contracts for Moroccan small and medium-sized enterprises.
